Organisation

The Judicial Office (JO) is a unique branch of the civil service, independent from the machinery which supports the Government, and dedicated to supporting the judiciary as the third arm of the state. We promote and safeguard judicial independence to maintain confidence in the rule of law. We are answerable not to Ministers but instead, through our Chief Executive, to the Lord Chief Justice of England and Wales and the Senior President of Tribunals as we help them to fulfil their responsibilities to the judiciary. 

We support c.22,000 judicial office holders, providing policy, legal and handling advice and operational support. This includes advice on judicial leadership, support with relationships with Government and Parliament, assistance with justice sector reform, judicial education and training, comms and HR. 

Directorate

The postholder will join the wider leadership team in the new Strategy and Change Directorate. The business units will include: programme leadership and business change; strategy and modernisation; digital; data; and head of legal services. 

The Programme Leadership and Business Change Team will:

  • Ensure JO’s main strategies are sound and underpinned by clear implementation plans; regularly reviewed and evaluated.
  • Strengthen delivery of JO’s key projects and initiatives.
  • Improve business change, including successful adoption of new products or judicial ways of working.
  • Increase project management skills and knowledge of JO staff.
  • Ensure JO follows project management best practice via engagement with capability leads across the MoJ and HMG. 

Role summary

This is a new G7 role in the JO, reporting to the G6 Head of Programme Leadership and Business Change. The postholder will work closely with the G6 and Deputy Director to build a new JO function: to provide programme leadership and business change support across the range of projects and programmes run by the JO on behalf of the judiciary. 

The key outcomes that this new role and function are expected to deliver are: improved delivery across the JO’s high-profile programmes, including on diversity and inclusion, resourcing, deployment, training, digital services, communications, and working practices; increased understanding and use of best practice project management methods by JO staff; and more effective business change. 

Main activities and responsibilities 

  • Support the G6 to build the JO’s new Programme Leadership and Business Change function including leading on the development of approaches and methodologies to review strategies and projects.
  • Conduct deep-dives into projects to identify and track progress, especially where and why they are at risk of failure to deliver expected outcomes.
  • Devise innovative and effective ways to bring projects back on track and mitigate delivery risks.
  • Build trust and confidence amongst a broad network of stakeholders including senior leaders and their teams across the Judicial Office, judiciary, HMCTS and MoJ.
  • Write reports sensitively and succinctly with clear and achievable recommendations to strengthen delivery.
  • Build JO project delivery capability through identifying, developing and delivering training, and providing advice and guidance on project management best practice and methods.
  • Set up and maintain an active Special Point of Contact (SPOC) Network, who will help to assess current and future project delivery skills needs for JO, become project delivery experts for each directorate and contribute to creating a repository of tools and techniques.
  • Devise business change tools and techniques to assess and ensure that technology and other large transformation projects result in successful adoption of new systems, processes and ways of working.
  • Lead post-implementation evaluation of delivery.
  • Develop and embed best practice on business change across Judicial Office.
  • Deputise for the G6 as required including at the Directorate’s Senior Leadership Team (SLT).
  • May line manage 1 x SEO.

Essential criteria

  • Programme and project management experience through the key stages in its lifecycle from agreeing vision to project closure including business change.
  • Identify and adapt programme management tools, process and systems, which best fits the needs and style of the team and project, while driving continuous improvement.
  • Strong representational, interpersonal and organisational skills.
  • Ability to deliver results through others and negotiate at senior levels.
  • Excellent stakeholder management and communication skills, including good verbal and written skills.
  • Highly developed problem-solving skills, the ability to think creatively, and demonstrate sound judgment.
  • Recognised Project/Programme Management qualifications eg APM PMP, Prince2. or equivalent.​

Desirable criteria

  • Experience of developing and delivering training to build staff project delivery capability.
  • Experience of working with the judiciary or the wider justice system.
  • Experience of working on technology projects.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.   

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks. 

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
