Background:

The Business Support Manager is a critical role within the Royal Courts of Justice Group (RCJG). Reporting to the Delivery Director’s Head of Office, you will be expected to work effectively with senior colleagues within HMCTS, the Ministry of Justice and wider Government.

Joining a small but dynamic team, this role provides an excellent opportunity to work at the heart of the RCJ Group in a vibrant environment, learning how the Group operates and more widely how HMCTS operates on a national level.

The successful candidate will need to be self-motivated, organised, assertive and confident with the ability to prioritise a busy workload. As a representative of the Delivery Director, and the senior management team, excellent communication skills and the ability to remain calm and reliable under pressure are also essential.

The key purpose of the role is to:

Under the direction of the Head of Directors Office, support the operation of the courts within the RCJ working as part of a flexible team. The post holders will be expected to undertake a range of the functions/key responsibilities specified.

Key responsibilities:

  • Undertake key business support duties as outlined below.
  • Provide secretarial support to the Delivery Director in the absence of the diary manager.
  • Provide business support to the Head of Office and the Senior Operational Managers (SOMs).
  • Supporting the delivery and implementation of HMCTS policies and initiatives.

Operations

As part of the Business Support team the candidate would be expected to have responsibility across a wide spread of work areas, covering some of the following:

  • Provide direct support to the Delivery Director (e.g. inbox management, OneNote management, dealing with queries and deciding which can be actioned and which need personal attention)
  • Act as gatekeeper for requests for data and information.
  • Provide ad-hoc support as required to SOMs and other local managers (e.g. assisting with recruitment exercises, advising on handling incidents, arranging appropriate action from Director)
  • Co-ordinate briefings relating to ministers and responses to Parliamentary Questions
  • Act as a judicial liaison point and manage judicial relocation applications, business cases and ad-hoc queries.
  • Attend quarterly finance business review meetings alongside the Delivery Director and working with the Finance Business Partner (FBP) to address regional priorities and issues.
  • Maintaining strategic resourcing documents and assisting the SOMs in workforce planning.
  • Co-ordinate group wide recruitment campaigns helping to develop a better resourcing model.

Communications

  • Act as the single point of contact for communications for the RCJG, including the development and implementation of a Group strategy.
  • Manage effective web communications both externally and internally - oversee content, including agreeing and drafting key messages for pages. 
  • Drafting bulletins, TiB Its and local updates to staff and management teams. 
  • Lead on the planning and organising of the annual Open House event.
  •  Act as the single point of contact for VIP visits (ministerial, judicial or CEO) develop the visit timetable and ensure briefings are prepared and delivered as required.

Business Management Information

  • Supporting the development of a consolidated performance dashboard for the group and supporting on performance data
  • Provide performance briefings for the Delivery Director for national and regional meetings.

  Business Assurance

  • Support and lead on the development and implementation of a Business Continuity Programme and the roll out of the new Business Continuity database.
  • Act as a point of contact for Business Continuity, managing the local BC Plans, liaising with SOMs to monitor local arrangements and reporting to HMCTS HQ for all matters relating to local incidents
  • Responsible for the completion of the Combined Risk Register and Governance Statement (CRRGS). Ensuring Healthcare Checks (KCCS), Risk Register maintenance and completion of SOCs and SAF.
  • Support the management of data security incidents and data losses across the Region ensuring lessons learnt are effectively communicated
  • Monitor the application of HMCTS policies across the Region, ensuring compliance and providing assurance to the Delivery Director. (OPTIC, GDPR, mandatory learning, R&R, sickness absence etc)

Stakeholders

  • Contact will be wide and varied but will likely include:
  • Members of court and tribunal staff and senior management team
  • Members of the judiciary
  • Stakeholders from other government departments
  • Members of the public
  • Contacts from across the MoJ

Representation

  • Expected to represent the RCJ at both local and HMCTS wide meetings for example OPTIC, Customer Service Board, Business Continuity forums, communications meetings.

Team leadership

  • Work closely with a wide range of colleagues and stakeholders within and outside of HMCTS, demonstrating good team working and communication skills

Specialisms  

  • Knowledge of SOC, KCCs, SAF and OPTIC would be advantageous
  • Analytical skills to interpret data.
  • Excellent communication skills are a pre-requisite for this role.
  • Knowledge/understanding of the working of courts and/or tribunals would be an advantage
  • Significant knowledge and experience in an administrative function.
  • Strong ability to deal with management information.
  • Proficient computer skills: Microsoft Teams, Outlook, Excel, PowerPoint, Word.
  • Ability to demonstrate a certain level of confidentiality.

Accountability

  • Reporting to the Head of Director’s Office

Other duties:

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. This may also include rotation between alternate HEO roles within the team.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Counter-Terrorism Check (CTC)
