Overview of the job

Operational Implementation & Support Group (OISG) sits within the Central Operational Services Directorate and is part of the Deputy Director Prisons function. The work of the group is varied, diverse, time critical and demand led. It is constantly evolving, but mostly comprises workstreams that fall into one of the following categories:

• Direct management and delivery of projects to implement new work, processes or systems within the operational environment.
• Supporting the implementation of projects that are not owned by the group and providing the interface between these projects and the operational line.
• Work to support operational performance improvement in response to identified need.
• Providing operational advice and perspective as required (for example to support policy development).

The Implementation & Support Managers support the Workstream Managers in the delivery of one or more of the group’s workstreams within the current portfolio. The post may include some line management responsibilities.

This role will be non-operational if the appointment is as a permanent member of the OISG team and if offered as a secondment opportunity the individual filling the role can be either operational or non-operational as this will then be a time bound job and subject to current policy for internal HMPPS/PSP secondments/loans.

The role requires an established and varied background of operational experience as a manager within a prison’s management team and also within a programme/project arena.

Summary

Implementation & Support Managers form part of the OISG Team, supporting the Workstream Managers to ensure tactical delivery of workstream objectives under the strategic leadership of the Workstream Managers. They will need to be capable, flexible, driven and organised to ensure the workstream achieves its deliverables.
They will be required to work independently both geographically and in terms of developing their specialist areas. They may also be required to manage a small number of administrative or support staff.

They will need the ability to understand key issues and objectives and to use this information to highlight any opportunities or challenges to the Workstream Manager. They will be required to work with a range of internal and external stakeholders at a tactical level, managing relationships and negotiating processes whilst being sensitive to the needs of partner agencies.

The main purpose and objective of this role is to support the development, planning and implementation of designated projects within the OISG portfolio supporting the delivery of OISG priorities, by being able to:

• Support and assist the direction of the group where appropriate, working effectively with internal stakeholders (normally at Governor or Head of Function level).
• Support the successful delivery of priority OISG projects through robust and effective project delivery.
• To support the delivery of projects to implement new work, processes or systems within the operational environment.
• To support operational performance improvement in response to identified need.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

• Provide tactical delivery support to one or more priority COS Directorate focused projects (at any one time) involving a range of COS operating areas/activities.
• Provide analytical information to Workstream Managers to support the direction of the project within the context of the current operational pressures.
• Support the successful delivery of priority OISG projects (to required quality standards, timescales and within agreed resources).
• Contribute to project plans and associated documents and governance in support of the Workstream Manager.
• Provide information and support to the Workstream Manager for each of the assigned projects.
• Resolve within a specific project’s context any tactical issues; and, where appropriate, escalate options and recommendations to the Workstream Manager.
• Support delivery aligned to the critical path/s for any projects and be able to suggest tactical solutions to the Workstream Manager when needed to ensure achievement of all deliverables on the critical path.
• Provide relevant data on implementation and products to the Workstream Manager to enable monitoring and control of COS Directorate / OISG programmes and projects.
• Anticipate issues and problems, resolving minor issues and escalating more strategic issues to the Workstream Manager aware to prevent slippage or failure to meet key milestones.
• Understand and articulate to Workstream Managers, problems and issues often involving conflicting views and requirements.
• Deploy flexibly to other priority projects or work areas where capability gaps or risks, issues or slippage is predicted or occurs, often at short notice and alongside existing priority deliverables.
• Utilise allocated project resources to ensure plans are delivered on time and within cost and quality requirements.
• Provide data and analysis to Workstream Managers to support reporting for consultation and negotiation with National Trade Union representatives by Workstream Managers and/or Deputy/Head of Group.
• Represent OISG at various internal and external forums and within the broader change programme across MoJ.

Experience

• The role holder must have a developed knowledge and understanding of prison operations at an establishment level as well as an established and varied background of operational experience as a manager within a prison’s management team and also within a programme/project arena.
• The individual must be able to demonstrate a proven track record of delivery and achievement. The record of achievement should be evident across their current and previous role(s) and demonstrate a developed ability and track record of working with partners.

Technical Requirements

• A Project Management qualification would be desirable (e.g. PRINCE2)

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
