The Parole Board is an independent court-like body that is responsible for carrying out risk assessments on prisoners to determine whether they can be safely released into the community. We do that with great care and public protection is our top priority.
The Board is made up of about 190 members of secretariat staff based in our London Head Office and approximately 320 Members who make decisions on risk and hold hearings at prisons around the country.
The People Manager role reports to the Senior People Manager in the People Team. It is perfect for someone with experience of working closely with members. You will enjoy building/managing relationships, supporting members and have good attention to detail.

Job Purpose
You will deliver a proactive and flexible HR service by providing relevant and appropriate HR support and guidance to all employees and managers, whilst driving best practice and encouraging the use of the Single Operating Platform (SOP) and the self-service function, ensuring compliance with all Parole Board procedures and policies and employment legislation.
Being the main point of contact for all external and internal HR related matters. You are the conduit between the organisation, SSCL and the MoJ HR business partner. Ensuring that the Parole Board policies and procedures remain in line with legislative changes and adapted to an evolving organisation.
Scope of Responsibilities:
Support senior managers in the delivery of HR elements of organisational and cultural change activities such as restructures.
Lead on staff appraisal process, annual staff survey, employee engagement, HR policies and procedures, departmental reporting.
Represent the PB at any external HR change management forums ensuring PB’s interests are fully represented.
Build and maintain collaborative working relationships with external stakeholders to ensure PB HR needs are fully supported.
Provide timely and accurate responses to MI, audit and other HR related information requests from external and internal stakeholders.
Support the Employee Engagement group within the organisation, offering support and advice on relevant HR related areas.
Initiate, coordinate or support HR projects and workshops in response to identified needs.
Person Specification
Essential
• Demonstrable experience in an HR or people management position.
• Excellent interpersonal skills to build relationships with key stakeholders
• Excellent communication, verbal and written.
• Excellent organisational skills, with the ability to plan ahead and effectively manage a workload with competing priorities
• The ability to analyse, summarise and present information in a relevant way for different audiences.
• Experience of using HR system and self service.
Desirable
• CIPD qualifications or other relevant qualifications or experience
• Experience of planning and delivering recruitment campaigns
Main Duties:
Policies
- Responsible for the currency and relevance of all HR policies and procedures ensuring they meet organisational need and are clearly communicated.
Reporting
- Ensure staff data collection is accurate for audit purposes, reporting and recommendations.
- Maintain HR data to monitor and with the Senior People and L&D Manager analyse and report on Organisational structure, headcount, Equality & Diversity, Sickness and other absences, Recruitment, reward & recognition, staff turnover, retention and exit and any other People analytics as arising.
People and Performance Management
- Provide advice and assistance to employees and managers on employment-related matters as required.
- Support managers in performance management review process.
- Ensure exit interviews are conducted and findings are reported with recommendations for action, where appropriate
- Carry out the actions required for pension compliance and information.
- Act as employee engagement champion, working collaboratively with MoJ employee engagement team to maximise opportunities and initiatives for supporting and increasing staff engagement.
- Ensure People compliant in relation to EU and Civil Service Commissioners guidance on recruitment.
Management and leadership
- Support the Senior People Manager with audits.
- With the Senior People Manager and Head of People and L&D (HoPLD) act on the recommendations of internal and external research and surveys to implement.
- Promote organisational culture of transparency and fairness.
- Oversight management and responsibility for implementing actions for the Health and Safety
- Support the Information Assurance agenda to embed and maintain good practice in this area.
- Other tasks appropriate to the role as assigned from time to time by the Senior People Manager or HoPLD

Office requirements
This role is hybrid. You will be required to spend 20% of your time in person contact. This is either at the PB office, an MoJ hub office, with PB colleagues, members or MoJ colleagues or in training.
If you are a national candidate please be aware that if successful you will be expected to attend the Canary Wharf office at least quarterly for team or staff meetings. Travel for these purposes will be reimbursed for national employees.
This role will require some travel outside of these requirements.

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Basic Check.

Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
