The Access to Justice Director is recruiting permanently for an HEO Executive Business Manager.  This campaign is open to current civil servants on level transfer and suitable candidates on promotion.

Location:

Successful candidates will have the option to be based at one of the following locations:
1.    102 Petty France, London 
2.    5 Wellington Place, Leeds (occasional travel to London may be required)

The current Location Strategy for Policy Group is that all staff with a base location of 102 Petty France or 5 Wellington Place Leeds must be present at their base office for a minimum of 2 days every week, however this is based on business need and could be subject to change going forward.  This hybrid working arrangement is not contractual and as a result staff could be asked to attend their base location more frequently.

Salary

New entrants to the Civil Service will be expected to join on the minimum of the pay range.  Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer / pay on promotion rules.

The Policy Group

The MoJ Policy Group (PG) is responsible for setting and advising on policy across the full range of the Department’s responsibilities, including: criminal; civil; family and administrative justice; the criminal and civil law; the court and tribunal system; legal aid, the legal services sector; prison and probation systems, offenders; the youth justice system; the UK’s domestic human rights framework and international obligations; and MoJ’s interests in EU exit. 

The PG supports the Secretary of State in his constitutional relationship with the judiciary. It also includes the MoJ Parliamentary branch and Private Office teams that directly support Ministers and senior officials.

Access to Justice Directorate

As a core part of Policy Group, the Access to Justice Directorate contributes to the delivery of MoJ’s strategic objectives. There are approximately 150 staff in the Directorate, and it is a great place to work. We have six Deputy Director-led Divisions: Civil Justice and Law Policy; Death Management, Inquests and Coroners Policy; Legal Support and Fees Policy; Courts, Tribunals and Transparency Policy; Legal Aid Policy; and Dispute Resolution Policy and Business Management Support.

We develop policy and deliver services to ensure that every person has equal opportunity to seek justice. We help ensure that people get the right support at the right time, providing them with the appropriate means to endorse their rights and entitlements. We work with a variety of cross-government and external stakeholders including HM Courts and Tribunal Service (HMCTS), the judiciary, legal profession, business, the enforcement industry, the third sector and numerous other government departments.

We have a central team that provides vital Directorate wide corporate business support.

Directorate Business Support Team (DBST)

The Directorate is supported by the central Directorate Business Support Team (DBST) who provide corporate business support on several important key areas which include: supporting the SMT with managing overall Directorate resourcing (Staffing and Budget); working closely with finance business partners; ensuring there are appropriate governance products and processes in place that support good decision-making and tracking of progress against the Director’s goals for the year.

The Role - Executive Business Manager to Director for Access to Justice

The successful candidate will support the Director and the SMT engage effectively with Ministers, senior officials, and stakeholders.  The role would suit an enthusiastic individual with ability to work proactively on own initiative to provide high quality responsive executive business support to the Director. 

You will work in a fast-paced and exciting environment where you will rely on your sound judgement to anticipate and resolve issues, prioritise competing demands and remain calm under pressure to effectively support your Director to deliver business priorities. 

This is an excellent opportunity to work closely with a senior and diverse audience, which will help to raise your profile and allows you to gain insight into a broad spectrum of policy work.  
This is also an exciting period to be working with the Director who started in post from February. You can play a pivotal role in helping to shape and provide critical business support from an early stage, as well as having the opportunity to shape your own role to support your career development.   

You will be part of an experienced, small, friendly and supportive business support team which is highly regarded as an asset in the Directorate.

Core Responsibilities 

•    Act as the eyes and ears of the Director to monitor progress of business priorities and ensure delivery is on track and that reporting requirements are complied with – and know when to escalate prioritisation of matters for the Director’s attention. 

•    Scan horizon, building strong networks across local and wider areas of the business to have a high level of awareness about relative developments and ensure to keep the Director updated and appraised, for example to help inform business decisions.

•    Maintain firm grip of the Director’s inbox with strategic oversight of the diary to ensure timely preparation and smooth running of meetings. Be clear about the necessity and purpose of meetings and the aims/objectives of the Director’s attendance.

•    Ensure optimisation of diary time, including providing guidance and steer to the EO Diary Manager who you line manage and jointly ensuring appropriate prioritisation of matters that require attention and where joint input is needed, liaising closely with the Director. On occasions, you may need to cover the Director’s diary if the DM is away.

•    Keep abreast of developments, think strategically with ability to respond to competing demands and to resolve conflicting engagements.

•    Communicate confidently and professionally to colleagues and stakeholders on all business and diary commitments. Draft, and co-ordinate content and issue communications from the Director as required on corporate business.

•    Manage and co-ordinate end to end timely responses on business commissions ensuring input from across relevant teams and secure appropriate clearances.

•    Build and maintain excellent relations with staff in the Directorate and particularly building effective relationships with the SMT. 

•    Grow your network with other Business Managers and across MoJ more widely, to build trust, share learning and experience to optimise business performance.

•    Act as point of contact for wider corporate groups to ensure the Directorate engages effectively with wider Policy Group activities. 

•    Monitor and maintain strategic oversight to ensure progress of SMT’s work programme with input to SMT agendas and ensuring actions are followed up.

•    Attend Directorate SMT meetings twice a month, usually in observer capacity and to provide business management support on behalf of the DBST and Director.

•    Coordinate briefings for Director’s stakeholder meetings, including creating agenda items for Board and 121 meetings as required.

•    Update the MoJ Outcome Delivery Plan (as established for 2022/23 and 2023/24), and co-ordinate Directorate contributions for reporting progress against milestones.Update the Directorate Risk Register and engage with policy teams to ensure mitigation strategies are in place to manage risks.

•    Line management of two EO members of the team (Director’s Diary Manager and another PA that supports Deputy Directors) ensuring objective setting, day to day management and development of staff. Oversee the work of the two PAs to ensure the Director and Deputy Directors are well supported, such as the PA responsibilities on diary management, travel logistics, timely completion of corporate returns.  

•    Maintain a high degree of diplomacy and confidentially on all sensitive matters.

Skills and Experience
 
•    Excellent organisational, task management skills and attention to detail.

•    Be able to prepare, maintain and deliver accurate information to internal audience i.e., directorate and or senior managers

•    Proactive team player, able to work flexibly across the team when needed
•    Able to work independently applying skills and knowledge developed in role.

•    Good working knowledge of MS programmes including: Outlook, Word, SharePoint, MS Teams and desirable to have some experience of Excel and PowerPoint.

Desirable but not essential skills

•    Experience of delivering corporate business functions and executive support would be an advantage but is not essential.
•    Knowledge/ Awareness of Project Management tools including risk register, business plans are an advantage but not essential. 
•    It is not essential to have line management experience as support and training will be given to develop these skills as needed. 

Reporting Arrangements

You will report to the Grade 7, Head of Directorate Business Support Team (who in turn reports to job-share Deputy Directors for Dispute Resolution Policy and Business Management Support Division).

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.   

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks. 

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
