This opportunity is available on level transfer and Temporary Responsibility Allowance / Promotion.  The successful candidate will be expected to return to their substantive role at the conclusion of the secondment.

It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering judicial services that better serve the public, and with over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world.

The Programme includes modernising the court estate, utilising the latest technology to digitise services where appropriate, speeding up and streamlining working practices, improving services for service users, especially vulnerable witnesses and victims.

The Role:

The Lead Business Architect plays a key strategic role in shaping the future of HMCTS services. They will work closely across HMCTS, its stakeholders and the wider Justice System to support the development and delivery of the Target Operating Model (TOM)

The Lead Business Architect ensures the Programme, Project and Service teams understand the TOM and its objectives and provide expert leadership as the first point of contact for advice on the development of services and capabilities using the TOM.

The Lead Business Architect will be a main contact and senior leader in the wider Business Architecture team working within a single but multi-dimensional framework which will operate over the length of project and programme lifecycles (from initial idea to live service) and across all enabling programmes.

Your application will need to demonstrate that you have the experience required to fulfil this vital function within the programme. You will need to have a creative and visual mind, excellent communication skills, proven experience in delivering business change, managing delivery to multiple stakeholders, and the ability to work flexibly to deliver results under pressure.

Key Responsibilities:

To be successful in this post, you should be able to demonstrate a proven track record in the following areas:

  • Preserve the integrity and the ambition of a Target Operating Model (TOM);
  • Work across HMCTS to ensure that emerging design in specific jurisdiction and change programmes aligns to - and reflects - the true ambition and integrity of the Target Operating Model (TOM);
  • Lead, coach and mentor the Business Architecture Community of Practice, building diverse teams and promoting a working environment that supports the Civil Service values and code, and build knowledge and skills with projects in line with business needs;
  • Ensure that various projects, change programmes and wider stakeholders understand the TOM and its objectives, providing expert leadership on the TOM and its underpinning Architecture, providing support and advice across the portfolio on the development of services;
  • Support projects across the Portfolio to shape their designs based upon the TOM, developing strong functional relationships across disciplines to provide insight and support to business and technical design decisions through the Design Authority, manage design risk and enable successful change;
  • Support projects to develop designs which are consistent with the HMCTS Service Design methodology, enable progress through the design stages of project and programme lifecycles, and where necessary escalate design issues that may compromise the integrity of the TOM or require changes to it;
  • Update the control documents which underpin the TOM, and its key architecture documents based on major design decisions without jeopardising delivery of the Portfolio’s strategic intent;
  • Ensure the HMCTS Design Library is the source of all approved design assets within HMCTS, which provides a framework for bringing together the TOM, service designs, job architecture, and the digital reference architecture;
  • Engage extensively with key stakeholders to ensure buy-in for the TOM, and business design development work, and work across Government agencies to understand the impact of wider landscape changes on the TOM, providing advice and design solutions to the Design Authority accordingly and ensuring priorities and plans are aligned;
  • Own the reference architecture and the vision for it;
  • Support and challenge the development of change projects and programmes, and design assumptions to ensure adherence to operating model management and business design development capabilities;
  • Ensure there is a pragmatic balancing of individual project/programme needs with HMCTS enterprise needs to ensure realistic project/programme scopes whilst maintaining integrity with the organisation’s vision;
  • Help establish an integrated view of the overall solution & enterprise design to meet both business and technical needs;
  • Line management of Business Architects;
  • Lead, coach and mentor team members and projects and develop capabilities in line with business needs;
  • Lead by example, role modelling ethics, integrity, impartiality and the elimination of bias by building diverse teams and promoting a working environment that supports the Civil Service values and code.

Other Duties:

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. The post holder will be required to work flexibly across the programme.

Essential Skills, Knowledge & Experience:

It is essential that the candidate has the following skills and experience:

  • A proven track record in leading system design in a complex service delivery environment.
  • Demonstrable experience of harnessing and developing design tools and methodologies to facilitate coherent design that executes our strategy and enables complex change.
  • The ability to break down complex design issues, develop suitable design solutions and communicate the benefits and risks of these solution options in a compelling, visual way to a range of stakeholders.
  • Experience of developing operating model design, service design and developing business capabilities and business processes using a variety of tools and techniques.
  • Experience of developing and leading high performing teams through activity and matrix management.
  • Strong communication skills with the ability to communicate complexity in a simple way with a wide range of audiences.
  • The skills and experience to lead a team of business architects through both formal line management and matrix functional management structures, including the coaching, mentoring and role modelling to ensure the ‘workstream’ and staff members are performing to the appropriate standards if not higher.
  • Ability to deal with conflict that may arise in a prompt, calm and constructive manner ensuring a smooth resolution to any issues that may arise.
  • Demonstrable experience of dealing with multiple conflicting priorities and ensuring projects were delivered in a timely and efficient pace.
  • Work experience operating at both a strategic and tactical level within a highly complex organisation.
  • Experience of maintaining strong relationships with diverse stakeholders across all levels.
  • Recognised accreditation in Business Architecture or desire to work towards it.

Location of Post:

The successful candidate may be required to travel to London or other sites in line with business needs, however base location can be flexible. In line with the department’s policies, travel and subsistence and, where appropriate, overnight accommodation will be available in line with organisational policies.

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register.  Successful appointment on promotion will secure this grade on a permanent substantive basis.

Secondments and loans will be considered on an individual basis.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas).
