This opportunity is available on level transfer and Temporary Responsibility Allowance / Promotion.  The successful candidate will be expected to return to their substantive role at the conclusion of the secondment.

Background:

It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering judicial services that better serve the public, and with over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world. 

The Programme includes modernising the court estate, utilising the latest technology to digitise services where appropriate, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims. 

The Programme is ambitious, and we need resilient, resourceful and adaptable people to make it happen. Role Overview:

The Business Architect will play a key role in shaping the future of HMCTS services. They will work closely across HMCTS, the Ministry of Justice and the wider Justice System to support the development and delivery of the future service model using the Target Operating Model (TOM). 

The Business Architect helps to ensure that various programmes, projects and service teams understand the Target Operating Model is the blueprint for future HMCTS and that it sets out a vision and ambition for a court service that is just, proportionate and accessible. 

The Business Architect will form part of the Business Architecture team which work within a simple but multi-dimensional framework, operating across the length of project and programmes lifecycles (from initial idea to live service) and across all enabling programmes. 

Your application will need to demonstrate that you have the experience required to fulfil this vital function within the programme. You will need to have a creative and visual mind, excellent communication skills, proven experience in delivering business change, managing delivery to multiple stakeholders, and the ability to work flexibly to deliver results under pressure. Full training and support in Business Architecture skills and capabilities will be provided to successful candidates.

Key Responsibilities:

Preserve the integrity and ambition of the Target Operating Model (TOM):
•    Management and resolution of cross-cutting design issues and questions.
•    Ensuring emerging service design work from projects and programmes is aligned with the TOM, considering design requirements for future services and the impact on work outside of the scope of the reform project.
•    Ensuring cross-portfolio design decisions are taken in the context of the overall TOM.
•    Development and definition of the TOM capabilities required to deliver the future state HMCTS.
•    Supporting programme of regular project reviews for fitness against the TOM.
•    Raising profile and awareness of TOM, its purpose, and how it can be understood and used across the Change Portfolio.
•    To support collaborative working across different functions to make business and technical design decisions, manage design risk and enable successful change.
•    Ensure that projects and updates going to the Design Authority are in line with the assurance framework and methodology. 
•    Where necessary, provide challenge and advice to support projects where designs are not aligned to the methodology. 
•    Ensure that the impact of Ministry of Justice (MOJ) and wider Government policy changes are considered for impacts on the TOM and are translated into the methodology.
•    Provide a link to portfolio and programme managements to ensure business architectural changes are reflected in project and programme delivery plans.
•    Support and lead on Design Debt reviews.
•    Act as a champion for HMCTS by communicating clearly and obtaining widespread commitment for HMCTS vision.
•    Work with key stakeholders across the justice system to ensure priorities and plans are aligned.
•    Ensure that Programmes, projects and key stakeholders understand and engage with the Target Operating Model and its objectives, and work to develop innovative ways of presenting the Target Operating Model. 
•    Line manage 1-3 team members.
•    Lead, coach and mentor team members and projects and develop capabilities in line with business needs. 
•    Lead by example, role modelling ethics, integrity, impartiality and the elimination of bias by building diverse teams and promoting a working environment that supports the Civil Service values and code.

Essential Skills, Knowledge & Experience:

•    Experience of business architecture, business design and process mapping methods. 
•    A proven track record working in a complex business change environment.
•    The ability to break down complexity, visualise it with simplicity and create clear outputs be used in future analysis to extend the business architecture using rich pictures / design artefacts.
•    Experience of modelling business processes using a variety of tools and techniques.
•    Ability to communicate at all levels and provide information to a diverse stakeholder group.
•    Ability to work under pressure and with conflicting deadlines.
•    Knowledge of the Justice System.
•    Experience of using PowerPoint, Adobe and Excel. 
•    Experience of stakeholder engagement.
•    Experience of line management including mentoring team members and developing capabilities in line with business needs.
•    Experience in working with key stakeholders, communicating and facilitating workshops in a calm and effective manner.
•    Ability to deal with conflict in a prompt, calm and constructive manner.
•    Ability to listen to and resolve customer issues whilst preserving positive relationship.
•    Good influencing skills with the ability to influence change in a positive manner.

Desirable criteria: 

•    Knowledge of using modelling tools and techniques
•    Knowledge of developing business strategies
•    Experience of Business Analysis

Location of Post:

The successful candidate may be required to travel to London or other sites in line with business needs, however base location can be flexible. In line with the department’s policies, travel and subsistence and, where appropriate, overnight accommodation will be available in line with organisational policies.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.   

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
