Overview  

The Office of the Public Guardian (OPG) is an Executive Agency of the Ministry of Justice (MoJ), responsible for registering Lasting Powers of Attorney and supervising deputies who are appointed by the Court of Protection (CoP). Lasting Powers of Attorney gives people the power to choose who will be their voice and act in their best interests if they lose the ability to make certain decisions for themselves such as health and finances; deputyships are established by the CoP when someone has lost mental capacity and requires another person or organisation to make decisions for them. Our people are at the heart of delivering these essential services to the public and it’s this purpose that binds us together, unites us and drives us forward.

Successful candidates will join the Supervision and Investigations Service (SIS) within the Operations Directorate.  Our vision is for the Office of the Public Guardian to strengthen supported decision making. We encourage freedom of decisions for all who can make decisions, giving support as required, and provide protection for those who cannot.  Our mission within SIS is to uphold the principles of the Mental Capacity Act in England and Wales by supervising deputies appointed by the Court of Protection and making sure they carry out their legal duties in line with the PG’s statutory function; we also investigate concerns about abuse by deputies.

As a HEO Team Leader within Supervision, you could be expected to work within the Public Authority team (PA), the Professional team (PRO), the Health and Welfare team (H&W), Allocations, the Lay teams, Technical Training or Supervision Support and Consolidation teams (SSCT). It is important you build on your knowledge for each area of Supervision. You will be involved in meetings with stakeholders (internal and external) to develop good relationships and raise the profile of the OPG.

You will be expected to demonstrate strong leadership and champion the values of the OPG by leading, supporting and managing a team of staff responsible for supervising and supporting Deputies appointed by the Court of Protection, in accordance with the Mental Capacity Act (MCA), associated regulations, Code of Practice, Deputy Standards  and internal guidance; you will also lead and manage your team as they and handle customer enquiries from deputies relating to the role and statutory functions of the Public Guardian.

Key Responsibilities

•    Lead your team in the office and remotely maintaining a positive approach, ensuring your team focus on the top priorities.
•    Communicate with your team, senior managers, colleagues and stakeholders with clarity and professionalism, reflecting the OPG’s values. 
•    Act as an effective advocate for change, sharing rationales and leading, supporting and monitoring implementation.  
•    Provide appropriate support to colleagues with regard to their well-being, including any specific requirements; ensure that all staff have the resources, expertise and support needed to perform to a high level.
•    Monitor and evaluate your performance and that of your team, celebrating successes and taking appropriate action where any concerns or issues arise.
•    Ensure you and your team are aware of MoJ/OPG priorities and plans and how you contribute them; work with colleagues in Legal, Policy and other teams to deliver these.
•     Take responsibility and care for your own Health and Safety and for the safety of others and abide by OPG Health and Safety Procedures.
•    Work with colleagues across the business to ensure training needs are identified and addressed; take responsibility for your own professional development and support your team to do so
•    Follow all relevant OPG Policies, Protocols and Procedures as required
•    Contribute and participate at local management meetings and business level (across site) forums. Proactively lead and participate in relevant working groups and committees.

Person Specification: 

Essential Skills 

•    Ability to lead and motivate teams with a focus on successful change leadership and management, securing high performance and the embedding of excellent customer service
•    Ability to work with other leaders and colleagues the whole organisation as well as external stakeholders
•    A self-starter able to work on their own initiative, managing competing priorities in a fast paced and challenging environment. 
•    Ability to demonstrate well developed relationship management skills; as well as planning skills and a track record of delivering to tight timescales
•    Ability to comprehend and analyse statistical data making informed decisions arising from it and developing the use of MI to support ongoing improvement.
•    Strong written and oral communication.
•    Proficient in the use of standard Microsoft office products.

Desirable Skills 

•    Knowledge of the MCA and Code of Practice (following induction) leading to an understanding of the impact of Court of Protection, legal and policy decisions and how to operationalise them.

Sift

Interview 

If you are successful at sift, you will be invited to an interview which will follow the Success Profiles process. At interview candidates should expect strength and experience-based questions and questions relating to any of the below Civil Service behaviours:

Interviews will be held remotely via MS teams.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.   

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks. 

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours
