Background

Her Majesty’s Court and Tribunals Service is an agency of the Ministry of Justice and provides the supporting administration for the judiciary across England and Wales.  It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some services via the internet.

As part of this transformation, HMCTS has recently published its Data Strategy, setting out its ambitions to become a truly data-driven organisation. The Finance, Governance and Performance (FGP) directorate provides a pivotal role in supporting this strategy and empowering senior leaders to make strategic, data driven business decisions. 

The Analysis and Performance team plays a key role. We provide HMCTS and the Judiciary with timely, accurate and accessible operational management information and analysis that underpins strategic and operational decisions. To support this, we are investing in a new cloud-based strategic data platform and transitioning to using Power BI and R for the delivery of data and analysis.

Main purpose of the role:

The Reform programme involves developing and introducing new ways of delivering courts and tribunal services.  To deliver this HMCTS is building a new range of operational technology, which has created new data sources and business intelligence needs.

As Head of Analysis (Civil & Tribunals); you will lead a diverse team with the vital aim of utilising the data captured from these sources, to develop the business performance measures and visualisation tools needed by our decision makers to manage and improve services.

Adopting modern analysis technologies and automation to make our work more efficient and flexible is a major priority for the Analysis and Performance team. You will play an active role in this exciting project to build a cloud-based strategic data platform, and then make use of this new resource to efficiently provide insightful reporting and analysis.

You will lead on the development of management information outputs concentrating on the Civil and Tribunal jurisdictions, engaging with a wide range of stakeholders (including Civil and Tribunals and tribunal service teams, MOJ, Judiciary) to understand requirements and priorities and then working with your team to deliver them. You will also work collaboratively with analytical and statistical professionals at the MoJ to ensure consistency of information published for high-quality official statistics.  You will also work with your colleagues to ensure we are delivering reporting to a consistent level of detail and with consistent visuals.

You will help to foster a culture of knowledge sharing and continuous improvement, demonstrating adaptability and commitment to supporting others across the team in delivering a high-quality service. 

This is an exciting and challenging role where you will lead multiple projects simultaneously, balancing resources and delivering at pace, while effectively managing stakeholder expectations.

The key purpose of the role is to

  • Lead a team with diverse skills in data analysis and insight to develop innovative data tools, dashboards and analysis in Power BI and R Studio to meet business requirements for the Civil & Tribunal jurisdictions
  • Lead on the analysis of business processes through data to understand performance issues, provide insightful recommendations for solutions that will drive improvement, working closely with Civil & Tribunal jurisdictional experts
  • Lead on the development and dissemination of reformed management information, consistent reporting and processes and ensure key messages are effectively communicated
  • Lead on external and internal stakeholder engagement to effectively manage MI requirements, priorities and issues.
  • Contribute to the development of data driven solutions using agile methodology, modern tools, and platforms.

Key Skills and Experience:

  • Experience of leading and developing individuals within multi-disciplinary teams
  • A strategic thinker who is with the knowledge and experience to engage proactively and confidently with stakeholders, understanding their key requirements and priorities
  • Experience of managing a team directly and on a matrix basis, across projects and functions using Agile methodologies
  • Knowledge and experience of using tools for analysis and visualisation, such as: Power BI and R
  • Knowledge of data preparation, exploration and visualisation in reports and dashboards; data interrogation and analysis; application of analytical and/or statistical methodologies; presenting results using appropriate visualisations and representing the team at senior board meetings
  • Ability to work both independently with guidance and support, managing own time and priorities as required
  • Ability to work confidently with a diverse group of senior stakeholders and challenge established business processes and working practices
  • Deputise for the Head of Reporting and Analysis, as needed
  • Contribute to the implementation of creative and innovative approaches to delivering better quality services and products
  • Membership of one of the Government Analytical professions

Desired

  • Knowledge of the judicial system would be an advantage, especially Civil & Tribunals
  • Knowledge of Power BI, R Studio, R Shiny or Python would be an advantage; support will be provided (where required)

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
