Her Majesty’s Court and Tribunals Service is an agency of the Ministry of Justice and provides the supporting administration for the judiciary across England and Wales.  It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some limited services via the internet.

The Finance, Governance and Performance (FGP) Directorate provides a pivotal role in supporting a whole range of senior leaders across the business through reporting, analysis and insights. Our work supports the organisation’s overall strategy and empowers senior leaders to make strategic, data driven business decisions. 

Within FGP, the Analysis and Performance team plays a key role in making HMCTS a data driven organization. We provide HMCTS and the Judiciary with timely, accurate and accessible operational management information and analysis that underpins strategic and operational decisions and Reform activities. To support this, we are currently investing in a cloud-based strategic data platform to transform the ways in which we work with data and enable us to add more value than ever to the organisation and the public. 

Job Description

As a member of the Analysis and Performance team you will play a key role in transforming HMCTS into a data driven organization.

The Crime Analysis team produces management information concentrating on the Crime jurisdictions for senior leaders and operational colleagues. The team engages with a wide variety of stakeholders (including Crime Service teams, MOJ and Judiciary) to understand requirements and priorities and then works to deliver them.

The successful candidate will lead on developing business performance measures and visualisation tools needed by our decision makers to manage and improve services.

You will work collaboratively with analytical and statistical professionals both within HMCTS and at the MOJ to ensure consistency of information published for high quality statistics. You will also work with your colleagues to ensure we are delivering reporting to a consistent level of detail and with consistent visuals.

Key Responsibilities

  • Develop and improve current dashboards and analysis in Power BI and R Studio to meet business requirements for the Crime jurisdictions.
  • Lead on the analysis of business processes through data to understand performance issues, provide insightful recommendations for solutions that will drive improvement, working closely with Crime jurisdictional experts.
  • Lead on the development and dissemination of reformed management information, consistent reporting and processes and ensure key messages are effectively communicated.
  • Lead on external and internal stakeholder engagement to effectively manage MI requirements, priorities and issues.

Key Skills and Experience

  • Knowledge and experience of using tools for analysis and visualisations, such as Power BI and R.
  • Knowledge of data preparation, exploration and visualisation in reports and dashboards; data interrogation and analysis; application of analytical and statistical methodologies; and presenting results using appropriate visualisations.
  • Ability to work both independent with guidance and support, managing own time and priorities as required.
  • Ability to work confidently with a diverse group of senior stakeholders and challenge established business processes and working practices.
  • Contribute to the implementation of creative and innovative approaches to delivering better quality service and products.
  • Membership to an analytical profession.

Desired Skills and Experience

  • Knowledge of the judicial system would be an advantage, especially in the Crime jurisdiction.
  • Knowledge of Power BI, R Studio, R Shiny or Python would be an advantage; support will be provided where required.
  • Knowledge of GitHub.
  • Knowledge of the principals of the AQuA Book.

We expect to have other similar roles available later this year. Successful candidates will be placed on a merit list for up to 12 months and may be offered one of these roles.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.   

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
