Board Secretariat – Governance & Secretariat Officer

The Strategy & Innovation Directorate is recruiting permanently for two Band C Governance and Secretariat Officers. This campaign is being run externally and is open to all who consider themselves suitable for the roles and meet the eligibility criteria in the wider advert within Civil Service Jobs.

The successful candidates will be based at 102 Petty France, London or 5 Wellington Place, Leeds.

The Work of Board Secretariat

The Board Secretariat Team supports the effective governance of the MoJ Departmental Board and its Committees to ensure that the department is run effectively, manages risk and delivers its key objectives. The team is part of the wider Strategy and Innovation Directorate which helps set the strategic direction of the department and works on some of the department’s biggest policy priorities.  This a great opportunity to join a supportive team that has the unique position of oversight of the key decisions and discussions taking place at the highest level across the department.  You will be working collaboratively with a range of stakeholders across the department, including with the Private Offices of senior officials and Ministers to ensure effective delivery of corporate governance.

The Board Secretariat are responsible for supporting the work of the:

  • Portfolio Committee
  • Finance, Performance & Risk Committee
  • People Business Committee

The Board Secretariat Team also manages the relationship with the Departmental Non- Executive Directors.

Governance & Secretariat Officer – the role

As Governance & Secretariat Officer, you will have a pivotal role in the successful administration and smooth running of the department’s high-level Board and Committees where key decisions and discussions take place.

You will work to a Governance & Secretariat Manager and be an integral member of the team, contributing to the development of processes supporting our governance to ensure these remain effective and efficient.

The role offers the opportunity to gain insight into broad areas of policy and operations and gives exposure to senior officials on the Executive Team, Ministers and Non-Executive Directors.  Through your day-to-day work, you will promote good governance across the department and gain invaluable experience at the heart of the decision-making process. We provide tailored induction plans and in-house training to support your learning and development.

Key responsibilities

  • Manage and provide high quality support to various Boards and Committees including practical arrangements for meetings, maintain a forward plan of key agenda items, liaising with the Chair to prepare agendas and commission briefs.
  • Drafting accurate and concise minutes within agreed timeframes.
  • Actions from meetings will be correctly recorded and followed up to ensure that issues raised are appropriately tracked and concluded.
  • Working with and supporting the Governance and Secretariat Managers to deliver effective and efficient governance to the department, escalating issues as necessary.
  • Working collaboratively with Team colleagues to ensure that the Team continues to deliver a high standard of service.
  • Working with colleagues across the department to ensure issues are brought to the correct governance forum at the right time to support effective decision making at the necessary level.
  • Regularly reviewing and applying good governance best practice as highlighted by the Cabinet office and HM Treasury.

Skills and Experience

Essential:

  • Prioritising – you will need to provide evidence of your ability to multi-task, manage competing priorities, including how you planned and delivered to meet deadlines.
  • Collaborative working – we need individuals who are able to work in partnership with others, building strong relationships with the team and a wide range of stakeholders.
  • Communicating – we are looking for good communicators with strong written and verbal communications skills.
  • Delivering outcomes – you will need to demonstrate how you proactively take ownership and accountability for ensuring the effective delivery of outcomes and decisions.

Desirable:

  • Previous governance and secretariat experience of successfully managing and supporting Boards/ Committees.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.   

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks. 

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
