The MoJ Policy Group is recruiting a permanent SEO to fill the role of a Development Coach and Project Team Support for the Yorkshire Development Scheme (YDS). This campaign is open to current civil servants on level transfer and suitable candidates on promotion.

Location

The successful candidate will be based at 5 Wellington Place, Leeds. Occasional travel between this office and the Department of Work and Pensions Leeds office (Quarry House, Leeds LS2 7UA) and London may be required.

In order for Policy Group to meet its evolving business needs all Policy Group staff are expected to attend their base location (5 Wellington Place Leeds) at least 2 days a week.  This hybrid working arrangement is not contractual and as a result staff could be asked to attend their base location more frequently

Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer / pay on promotion rules.  

Job Description overview 

An exciting opportunity has arisen for applicants who are passionate about developing people and have the experience to support a new and innovative development programme across the MoJ and Department for Work and Pensions (DWP). 

You will be responsible for providing coaching interventions including monthly development 1:1’s with trainees, workshop design and you will play a crucial role in the delivery of key projects and running of the operational elements of the scheme. Whilst this role will involve working side-by-side with DWP colleagues, the role is based in the Performance and Business Support Team who are the corporate support team for MoJ’s Policy Group. 

The Yorkshire Development Scheme is a joint initiative from the MoJ and DWP who have committed to building a new strong and diverse talent pipeline to leadership level (Grade 7 and beyond) in Yorkshire, for those who have a passion for policy making. The scheme successfully launched in October 2022 and is now growing in size with a second cohort due to start in Autumn 2023.

An overview of the scheme:

•    3-year development scheme, compromising of: 2 policy placements with opportunity for operational experience.
•    This year, trainees will be appointed from the Direct Appointment Scheme (DAS)
•    Trainees will be based at MoJ and DWP (Quarry House, Leeds LS2 7UA) headquarters in Leeds.
•    trainees will receive comprehensive development and support packages including; coaches/mentors and operational placements within both departments. 
•    By the end of the scheme, trainees will have gained experience of working across two departments and different roles. We expect them to compete for leadership roles at Grade 7 Level.

The role – YDS Development Coach & Project Support

•    You will coach and develop a cohort of approximately 36 people working with your assigned trainees throughout the entirety of their journey over the 3-year scheme. You’ll do this by holding regular one to one meeting, coaching and development sessions. 
•    You will have responsibility for the operational delivery of the YDS, including effective allocation of roles, operational placement coordination, learning and development, assessment management and performance management. 
•    Working directly with line managers (Placement Managers’), you will ensure placements and development opportunities are maximised. Alongside managers, you will deal with all aspects of pastoral care through open and honest relationships supporting trainees through difficult and challenging personal and work scenarios.
•    You will work with recruitment/onboarding colleagues to ensure trainees experience a timely and effective transition into each placement in DWP or MOJ. 
•    You will build relationships with key stakeholders across the Policy and Operational Delivery Professions, DWP and MoJ as well as working with other government teams such as the Policy Profession and Direct Appointment Scheme.
•    You will be expected to contribute to the strategic direction of the wider team identifying areas of improvement, seek collective approval and drive these forwards.
•    This scheme is still in its first year and being run as a pilot to inform future years. Should a decision be made to discontinue with the scheme, the postholder would be deployed to another SEO role in the Performance and Business Support team.

Skills and Experience

•    Previous experience of line management. With a strong track record of personal delivery and of leading teams that have achieved operational excellence.

•    Experience of managing a programme from the beginning to completion and working with colleagues outside of your immediate team to deliver.   
•    A proven ability to develop team members and build capability using a coaching style that encourages, enables, and supports all staff to reach their potential.

•    A passion for continuous development and improvement. 

•    Leading and managing through a changing and challenging environment. 

•    Strong organisation and planning skills with an attention to detail. With a proven ability to manage multiple, competing priorities to meet deadlines.  

•    Outstanding stakeholder management skills with the confidence and ability to challenge and influence at all levels

Essential Criteria:

•    Qualified or currently working towards a Level 5 ILM Coaching qualification (or higher) or have an equivalent qualification.

Annex A - The STAR method

Using the STAR method can help you give examples of relevant experience that you have. It allows you to set the scene, show what you did, and how you did it, and explain the overall outcome.

Situation - Describe the situation you found yourself in. You must describe a specific event or situation. Be sure to give enough detail for the job holder to understand.

•    Where are you?
•    Who was there with you?
•    What had happened?

Task - The job holder will want to understand what you tried to achieve from the situation you found yourself in.

•    What was the task that you had to complete and why?
•    What did you have to achieve?

Actions - What did you do? The job holder will be looking for information on what you did, how you did it and why. Keep the focus on you. What specific steps did you take and what was your contribution? Remember to include how you did it, and the behaviours you used. Try to use “I” rather than “we” to explain your actions that lead to the result. Be careful not to take credit for something that you did not do.

Results - Don’t be shy about taking credit for your behaviour. Quote specific facts and figures. Explain how the outcome benefitted the organisation or your area. Make the outcomes easily understandable.

•    What results did the actions produce?
•    What did you achieve through your actions and did you meet your goals?
•    Was it a successful outcome? If not, what did you learn from the experience?

Keep the situation and task parts brief. Concentrate on the action and the result. If the result was not entirely successful describe what you learned from this and what you would do differently next time. Make sure you focus on your strengths.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances.
