Background

His Majesty’s Court and Tribunals Service (HMCTS) is an agency of the Ministry of Justice and provides the supporting administration for the judiciary across England and Wales.  It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some services via the internet.

As part of this transformation, HMCTS has recently published its Data Strategy, setting out its ambitions to become a truly data-driven organisation. The Finance, Governance and Performance (FGP) directorate provides a pivotal role in supporting this strategy and empowering senior leaders to make strategic, data driven business decisions and the Analysis and Performance team plays a key role. We provide HMCTS and the Judiciary with timely, accurate and accessible operational management information and analysis that underpins strategic and operational decisions. To support this, we are investing in a new cloud-based strategic data platform and transitioning to using Power BI and R for the delivery of data

Job description

We are looking for someone to lead and drive our data management and engineering work forward.  You will lead and build our data management and engineering team to take advantage of our new tools and data sources to deliver robust data services for HMCTS.   You will be part of the HMCTS Analysis and Performance leadership team.  You will work with colleagues across the organisation and will advise senior decision-making groups.

Your job will involve:

Overseeing work to manage data flows into our new strategic data platform

  • You will work with the HMCTS Digital Transformation Service to plan and oversee delivery of work to pipe data from our legacy and reform operational systems into our new Azure Strategic Data Platform (SDP)
  • You will establish new ways of working using the new tools available to us through the SDP
  • You will ensure that we can merge, where possible, the data from both our legacy and our reform systems to be able to provide consistent time series of our key HMCTS performance measures
  • You will plan and oversee delivery of the transfer of our data from our current Business Intelligence Server to the SDP

Management of our information structure

  • You will oversee the design, documentation and implementation of our data structure on our SDP, ensuring that it can be easily understood and navigated
  • You will ensure that the data structure is well maintained in line with best practice data and metadata management and ensure we are compliant with Information Governance requirements.
  • You will ensure that downstream data users (internal and external) can appropriately access the data that they need to create reporting, modelling and analysis both from legacy systems and from new reform systems
  • You will collaborate closely with teams within the Analysis and Performance team to ensure their needs are met as well as collaborating with wider stakeholders in the Justice data community in government and beyond.

Leadership of the data and information management team

  • You will be responsible for leading a team who are responsible for ensuring the timely production of information for HMCTS decision makers
  • You will identify training needs and support team members to work with the new data structures and technologies delivered by the reform programme
  • You will provide technical leadership and support career development
  • You will need to invest time in communicating and engaging with colleagues across HMCTS to explain your team’s role

Improvement of data quality

  • You will oversee our work to identify and report on data quality issues affecting our management information, working with operational teams to help them understand the actions they need to take to improve data quality
  • You will oversee work to address any data quality issues that relate to data processing methodologies
  • You will engage closely with HMCTS work to improve its master and reference data management and data dictionaries
  • Work with colleagues across the team to ensure this data can be presented and accessed in dashboards for interpretation and improvement

Working with a wide range of (often senior) stakeholders to advise, influence, secure confidence, and advance use of our data inside and outside HMCTS.

You will be required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Essential Criteria

  • Defining, sourcing, capturing, and storing data from strategic business systems, processes, and areas of an organisation.
  • Experience and knowledge of SQL and one or more additional programming languages to create significant value from data.
  • Experience of engineering large and complex data sets to achieve significant business improvements.
  • Experience of enabling the full spectrum of data exploitation uses cases (e.g. MI to data science) through data sourcing, storing, and engineering.
  • Experience of advising all data exploiter types on best strategies and methods to leverage the most value from data.
  • Knowledge and experience of traditional on-site (legacy) and cloud data warehouse technologies (e.g., Azure/AWS) and their strengths and weaknesses.
  • Experience of establishing new improved ways of working through exploitation of current and future data tooling.
  • Knowledge and ideally experience of big data technologies (e.g., Spark) and workflow management tools (e.g., Airflow) and of containerisation (Docker/Kubernetes).
  • Working with operational business and analytical teams to define data requirements and ensure data is delivered in a timely way.
  • Supportive and developmental line management of teams.
  • Working in fast-paced and complex environment with evolving and competing requirements and priorities
  • Excellent communication and interpersonal skills and the ability to build and maintain strong working relationships with stakeholders.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
