About His Majesty’s Courts and Tribunal Service:

His Majesty’s Court and Tribunals Service is an executive agency of the Ministry of Justice. It is responsible for administering courts and tribunals, including the criminal courts across England and Wales.  It delivers services to the public directly in court and tribunal buildings, remotely via business centres, and increasingly digitally, via the internet.

HMCTS works with the independent judiciary to provide a fair, efficient and effective justice system. The agency has a unique governance structure, reflecting the constitutional settlement safeguarding the independence of the judiciary.

As a service delivery agency, HMCTS has two principal areas of challenge: embedding modernisation through our once-in-a-generation Reform programme, whilst recovering performance after the impact of the Covid pandemic.

About the role:

As part of HMCTS’ national HQ function, the Development Directorate is responsible for the national Business strategy, operational policy and modernisation of courts and tribunals. The Crime Live Services Division sits within it, and has overall responsibility for the operational service model across the criminal jurisdiction (i.e. Crown and Magistrates Courts).

This role is a pivotal one as part of the Crime Live Service’s Senior Management Team. The successful candidate will lead development and delivery of national business strategy, operational policy and continuous improvement of criminal court processes, with a particular focus on the interests and needs of complainants, witnesses and other public users (including defendants).  In the role, you will lead the ongoing design and improvement of specific live services for users of criminal courts, ensuring collaborative design is focused on meeting users’ needs (drawing on the insights of users, partners and stakeholders; as well as data and wider evidence).

Key Responsibilities:

  • Contribute to the development of the strategic direction for the Crime Live Services, identifying new opportunities and challenges within the Crime jurisdiction and developing plans for addressing them.
  • Ensure a consistent approach to all new initiatives, identifying impacts of policy and legislative change, and working with policy (MoJ and OGD) counterparts to ensure that proposals and requirements are both properly assessed for operation impacts, and informed so as to be able to be implemented/embedded as effectively and efficiently as possible.
  • Provide high quality written and oral advice to senior civil servants, ministers and members of the judiciary – for example responding to parliamentary questions, advising on proposals and promoting alternatives or wider options to meet HMCTS’ objectives.
  • Build relationships with nominated judiciary, and with government departments, legal professionals, operational leads and others who use or rely upon the criminal courts.
  • Lead problem solving activity at a strategic level to improve partnership working and resolve issues impacting on the criminal courts and their users.
  • Use management information, evidence and insight to support a balanced assessment of performance to determine which improvement measures to use.
  • You will influence the decisions on when new or improved services will transition to live operation, working with the heads of business across the CJS and Judiciary to identify impact of change, plan implementation, communication and training of users at scale.
  • You will line manage, support and actively develop more junior members of staff and be responsible for ensuring that all service governance and procedures are reviewed and improved continuously.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

  • Proven experience of complex problem solving in project and /or operational environment.
  • Excellent stakeholder relationship skills with the ability to successfully collaborate, influence, challenge and negotiate to gain the confidence of a diverse, complex stakeholder group across operational boundaries.
  • Exceptional written communication skills with the ability to adapt communication style to a wide range of stakeholders.
  • Be personally resilient and able to work at pace in a demanding environment.
  • Have experience of operational delivery and/or designing change for operational transformation.

Desirable Skills and Criteria:

  • Knowledge of criminal courts, experience of successfully working with the judiciary, and leadership in the context of operational service delivery are desirable (but not essential) characteristics.
  • Experience of managing digital services, making them as efficient and beneficial for the user as possible.

Location of Post:

The successful candidate/s will be required to travel to London, however base location can be flexible. Travel to other HMCTS sites may also be required as part of these working arrangements. In line with the department’s policies, travel and subsistence and, where appropriate, overnight accommodation will be available in line with organisational policies.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.   

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
