The Victims, Vulnerability and Criminal Law Directorate is recruiting permanently for a Grade 6 Head of Rape, Serious Sexual Offences and Domestic Abuse Policy. This campaign is open to current civil servants on level transfer and suitable candidates on promotion.

Location:

Successful candidates will have the option to be based at one of the following locations:

  1. 102 Petty France, London
  2. 5 Wellington Place, Leeds (occasional travel between Leeds and London may be required post Covid-19)

In order for Policy Group to meet its evolving business needs all Policy Group staff are expected to attend their base location (102 Petty France or 5 Wellington Place Leeds) at least 2 days a week.  This hybrid working arrangement is not contractual and as a result staff could be asked to attend their base location more frequently.

The Work of the Team

The Victims, Vulnerability and Criminal Law Directorate sits at the heart of MoJ’s policy agenda, working to reform complex systems that deal with some of the most vulnerable members of our society. We support Ministers on a broad range of issues: from ensuring that victims of terrorist attacks receive the best assistance possible, and that children at risk of harm are protected, to reforming the criminal justice system to better support the 2 million people in Britain who are victims of Domestic Abuse each year.

Within the directorate is the Rape, Serious Sexual Offences and Domestic Abuse Policy team, who lead on delivering the commitments set out in the 2021 Rape Review and it’s action plan, and also on forward looking work to improve the experience of victims access the criminal justice system.

G6 – Joint Head of Rape, Serious Sexual Offences and Domestic Abuse Policy

The RSSODA team leads the cross-government action plan into how the CJS responds to rape, working with partners from across the system to address the complex issues facing the criminal justice system’s response to these cases, and consulting with a broad range of stakeholders to develop solutions to these complex challenges, all with a view to improving outcomes for victims of rape. 

The deeply harmful nature of sexual offending means the team’s work is high profile, fast-paced and subject to significant media interest. No. 10 and ministerial priority so this work offers the candidate the opportunity to develop their visibility with ministers and their ability to work effectively with the centre. This is a high performing leadership team, and the post holder will be expected to significantly contribute to the continuous development of both the senior team and wider unit. Specific focus will be on data analysis, high quality drafting, and influencing senior stakeholders. It will include line management of two Grade 7s and a team of 8.

The role includes:

  • Having oversight of the work being delivered across the system to drive improvements to rape and DA cases, working with colleagues across the MoJ, in other government departments and in operational agencies to implement a transformative plan of action.
  • Designing and delivering transformative policy and strategy which improves the way the criminal justice system handles rape cases and DA, working with colleagues across government, including operational partners. This includes developing ambitious and strategic ideas to drive improvements across the system.
  • Understanding, managing and building relationships with a broad range of stakeholder relationships who represent interests across the Criminal Justice system in order to support the implementation of the Review.
  • Developing a proactive stakeholder engagement plan to ensure that all stakeholders are engaged appropriately throughout the implementation of the Rape Review policy action plan.

Skills and Experience

We are looking for candidates who want to deliver top Ministerial priorities, working in a high-profile area. The ideal candidates will be able to balance a complex and varied workload, with strong leadership skills and a strategic approach to policymaking.

Essential:

  • Strong leadership skills with experience of managing teams in high pressure environments.
  • Excellent strategic thinking and policy making skills.
  • The ability to brief Ministers effectively on complex or contentious policy
  • Strong stakeholder management skills

Desirable:

  • Experience managing complex policy projects
  • Knowledge of the criminal justice system and/or criminal law

Annex A - The STAR method

Using the STAR method can help you give examples of relevant experience that you have. It allows you to set the scene, show what you did, and how you did it, and explain the overall outcome.

Situation - Describe the situation you found yourself in. You must describe a specific event or situation. Be sure to give enough detail for the job holder to understand.

  • Where are you?
  • Who was there with you?
  • What had happened?

Task - The job holder will want to understand what you tried to achieve from the situation you found yourself in.

  • What was the task that you had to complete and why?
  • What did you have to achieve?

Actions - What did you do? The job holder will be looking for information on what you did, how you did it and why. Keep the focus on you. What specific steps did you take and what was your contribution? Remember to include how you did it, and the behaviours you used. Try to use “I” rather than “we” to explain your actions that lead to the result. Be careful not to take credit for something that you did not do.

Results - Don’t be shy about taking credit for your behaviour. Quote specific facts and figures. Explain how the outcome benefitted the organisation or your area. Make the outcomes easily understandable.

  • What results did the actions produce?
  • What did you achieve through your actions, and did you meet your goals?
  • Was it a successful outcome? If not, what did you learn from the experience?

Keep the situation and task parts brief. Concentrate on the action and the result. If the result was not entirely successful describe what you learned from this and what you would do differently next time. Make sure you focus on your strengths.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances.
