Overview:

The Directors Office team is responsible for ensuring the region is in compliance of organisational frameworks, for reporting on operational delivery and performance, and providing support in activity such as recruitment, internal communications, and management of audit/assurance data. The team can often be fast paced, require initiative and problem solving, and is usually a point of contact for a wide range of work. Our Operations Colleagues and Delivery Director rely on the Directors Office team for support and assurance, and our key role is to deliver the support needed so the teams can focus on their operational objective and by coming together as a team and following the HMCTS Values. 

The Head of Directors Office will need to display a commitment to four key principles: Continuous change, LEAN principles, managing uncertainty and improving performance. All those appointed to new roles in HMCTS must be wholeheartedly committed to these principles and evidence this in their application.

The functions of the Directors Office & HQ areas are currently being reviewed under the HMCTS National Organisational Design reform. This means the Directors Office will continue to be an environment undergoing change and evolution and gives us an opportunity to shape the future of HMCTS support

The postholder will need to support staff and other stakeholders with the impact of any changes and the reasons for them, recognising that staff will need support during what will be an unsettling period.  This will include helping staff prepare for changes and supporting them through it.  There may also be times when it will be necessary to deliver difficult or unwelcome messages.  This must be done sensitively, but firmly, addressing any inappropriate reactions or responses.  

The key purpose of the role is to deliver the Capability & Engagement Strategy for the Royal Court of Justice Group (RCJG). Support Courts and Divisions in identifying and meeting Learning and Development needs on a quarterly and annual basis. Ensure that Learning and Development and Staff Engagement work collaboratively and strategically to support current and future capability with the aim of developing a talent pool that feeds into future succession plans. 

Key responsibilities

•    Lead on and be accountable for the development and implementation of a regional strategic plan to support ongoing growth of capability and employee engagement within the region.  Report progress on the areas you lead on to the Delivery Director(s), and the RCJG Management Board, ensuring appropriate controls are in place to monitor progress against any targets set.
•    Develop and manage a process to ensure regional capability needs are captured and addressed as part of a regular rhythm of performance interviews with staff.   
•    Establish and manage regional capability bids to address key business and capability needs, ensuring funding opportunities are maximised, and managing the region’s utilisation of Civil Service Learning to address learning needs
•    Work with champions in the region to develop and maintain effective communication channels in respect of the capability and employee engagement agenda
•    Oversee the regions induction process and ensure all courts and divisions follow standard processes, monitoring and evaluating the effectiveness of the process
•    Establish and manage a process to ensure the successful implementation of apprenticeships across the region, liaising with line managers and cluster managers to deliver an effective programme
•    Develop and implement systems to co-ordinate and monitor all development activity on the region including local schemes, coaching and Masterclasses for Managers and  Legal  Teams .
•    Lead on Employee Engagement. You will be required to support and steer the development of engagement plans which are based on the findings of the annual people survey.
•    Identify and promote the links between Learning and Development, Employee Engagement (EE), Health and Wellbeing (H&W), and Equality and Diversity and Inclusion  
•    Apply continuous improvement principles to improve the effectiveness and efficiency of all working operations for which the post holder is responsible
•    To undertake any other ad-hoc duties that are commensurate with a SEO operational level post in the Region as required.

Capability and Talent growth 

•    Lead regionally on Learning & Development (L&D)
•    Deliver and/or co-ordinate the delivery of L&D sessions in accordance with regional plans and priorities.
•    Help Courts/Divisions identify quarterly training needs and submit a regional capability bid.
•    Develop and support ongoing delivery of succession planning to improve resilience and talent management.
•    Work with the regional change team to ensure all L&D work compliments change plans
•    Establish and enhance effective working relationships with the clusters.
•    Provide direction and close support to operational colleagues, setting priorities which are consistent with regional and national priorities.
•    Use Staff Survey and Staff Forums to effect good working relationships with operational colleagues and to improve service delivery and staff morale / motivation
•    Be proactive in reviewing processes to identify improvements, understanding and managing associated risks; building on strengths to deliver business outcomes and involve the clusters in developing plans and consistent messages.
•    Apply Continuous Improvement principles, tools and techniques to working practices to improve efficiency of operations.
•    Keep the Regional Management Board appraised of capability needs and outcomes, advise them on decisions and escalate issues as necessary.
•    Represent RCJG on L&D National and other regional forums 

Employee Engagement 

•    Act as a regional employee engagement Lead; having the skills to analyse, identify, understand and report against the findings of the annual people survey, creating an action plan to deliver against priority themes.
•    Lead the development of the RCJ Group People plan and monitor performance against this.  
•    Be responsible for disseminating engagement information, allocating tasks and deadlines across the clusters to local champions as needed.
•    progress engagement priorities and manage the regional action plan
•    Set and review key milestones and provide timely updates to Senior Management Team and RCJG Management Board
•    Utilise the region’s intranet pages to engage with staff

Other duties 

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. 

Working Arrangements

Annual leave:

Generous allowances for paid holiday starting at 25 days per year and rising to 30 days after 5 years’ service. There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts is calculated on a pro-rata basis.

Security Level:

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Counter Terrorist Check (CTC).

Flexible working options

There is the possibility for homeworking with this post. Any arrangements will need to be agreed with the Delivery Director directly.

Counter-Terrorism Check (CTC)
