What we do 

Background 

The Northern Ireland Office represents Northern Ireland interests at a UK Government level and UK Government interests in Northern Ireland. We have a wide range of responsibilities, including: underpinning political stability in Northern Ireland; overseeing the Northern Ireland devolution settlement; leading on national security policy in Northern Ireland; addressing the legacy of Northern Ireland’s past; delivering elections and constitutional reform in Northern Ireland; playing a key role in rebalancing the NI economy; representing NI interests, including on the border with Ireland, following the exit from the EU. Our small size and diverse portfolio create a stimulating, fast-paced and challenging working environment, with regular engagement with a range of Ministers and senior officials. We support flexible working and have a modern, flexible IT system which helps enable this. 

ABOUT THE ROLE:

The role is part of the programme to establish the new Independent Commission for Reconciliation and Information Recovery (ICRIR). In order to set up the ICRIR, the NIO has established a director-led programme, separate from the wider department, to put in place the necessary sponsorship and organisational elements for the new body.

The Northern Ireland Troubles (Legacy and Reconciliation) Bill is currently moving through Parliament. The Bill seeks to address the legacy of the Troubles in Northern Ireland by focusing on providing answers and accountability to families and survivors and aiding reconciliation to help society move forward.

The Bill will establish a new independent body, the Independent Commission for Reconciliation and Information Recovery (ICRIR); as well as an oral history and memorialisation programme. This new Commission will be tasked with carrying out effective and thorough reviews of deaths and serious injuries that occurred during the Troubles, for the primary purpose of information recovery.


This is a stretching, fast-paced and highly collaborative role within an exciting and ambitious Programme. This role requires a candidate who is highly organised, and able to operate in a challenging, fast moving environment, where the capacity to work flexibly and prioritise tasks is an essential requirement.  Being proactive, a good problem solver and sound decision maker is essential. You must be able to work well within a team as well as on your own initiative, using your project delivery skills to support the wider team, and help to ensure the success of the Programme. This is an ideal role for someone seeking to expand their knowledge and experience of project delivery. 

DUTIES AND RESPONSIBILITIES: 

The main responsibilities of the role include but are not limited to: 

  • Coordinating Programme reporting, and supporting Programme boards.
  • Lead on risk management for the programme, ensuring that the RAID log is kept up to date, and coordinating mitigations and contingencies.
  • Lead on monitoring progress against plans, working closely with workstream leads 
  • Help implement new programme reporting systems, processes and progress updates, and/or improve those already in place where required;
  • Ownership of key programme documentation
  • Helping to prepare the programme for assurance reviews

ESSENTIAL CRITERIA: 

  • Excellent organisational skills with the ability to work methodically and balance competing priorities
  • Experience of working in a project or programme environment, preferably as part of a PMO
  • Experience of RAID management and project reporting
  • Ability to communicate effectively on complex matters and in difficult situations

DESIRABLE CRITERIA: 

  • A project management qualification, such as PRINCE2 or APM PMQ
  • Experience of working on establishing a new organisation

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Security Clearance (SC)
