Scope    This role is open to all staff in the Northern Ireland Office, NICS and across government, for substantive Band B/Senior Executive Officer

Terms of Appointment    

1.    Temporary for 6 Months with the possibility of extension.
2.    Band B/Senior Executive Officer

The Role and Purpose

The Northern Ireland Office represents Northern Ireland’s interests at a UK Government level and UK Government interests in Northern Ireland.  We have a wide range of responsibilities, including: underpinning political stability in Northern Ireland; overseeing the Northern Ireland devolution settlement; leading on national security policy in Northern Ireland; addressing the legacy of Northern Ireland’s past; delivering elections and constitutional reform in Northern Ireland; playing a key role in rebalancing the NI economy; representing NI interests, including on the border with Ireland.

This is a challenging role requiring good judgement, strong interpersonal skills and the ability to prioritise competing tasks. The post holder is responsible for managing and administering Google Workspace and the recordkeeping system HP Content Manager 9. There is a responsibility for planning and implementing programmes of change which will affect the whole department, potentially impacting on business critical functions. The post holder must liaise with department officials at all levels and with external stakeholders, work to tight schedules in delivering programme goals and manage a small team with responsibility for delivering routine information systems operations.

The NIO is required to implement the transfer of digital records to The National Archives (TNA). In advance of this, substantial work needs to be done to implement selection and appraisal of digital records and to test suitable software to facilitate digital transfers. The Band B/SEO will be expected to devise and implement programmes to ensure the NIO complies with the transfer targets. This will require application of expert knowledge, high level liaison with appropriate stakeholders and the ability to manage a complex programme of work, while ensuring that the department’s information content services continue to support business as usual.

Key Skills

1) Leadership

  • Lead and support Systems Administration team delivering specialist services to the department
  • Liaise with internal and external stakeholders and service providers, to implement upgrades and resolve problems
  • Lead on system testing and programmes of work
  • Apply principles of customer service and value for money to project delivery

2)       Information Content Management

  • Plan and manage CManagement (CM) system upgrades
  • Oversee routine maintenance programmes by System Admin Team
  • Manage user access to CM9 including setting up, allocating permissions, closing accounts and archiving account contents
  • Use Content Manager or SQL knowledge to allocate complex records searches

3)       Google Workspace Support

  • Lead on System Administration Management of Google Workspace components, including defining bespoke user roles within the organisation
  • Create and review procedures for system admin of Google Workspace
  • Manage user access to Google Workspace, including Gmail, including setting up, allocating permissions, closing accounts and archiving account contents
  • Manage Google Vault including Search exports, Audit reports, Matters and Holds to ensure compliance with internal policies
  • Produce user\content data statistics for reporting purposes

4)       Training & Communications

  • Introduce the role of the Local Information Manager (LIM) programme, provide LIM training and guidance and manage LIM forums
  • Develop and refresh training materials, oversee training programmes for all staff

5)       Digital Continuity

  • Work with Head of KIM and Records Management lead to develop a strategy for appraisal and selection of digital records
  • Devise a programme for the creation and implementation of digital records retention/disposal schedules
  • Develop the tools and processes to support the digital sensitivity review and redaction processes.  
  • Liaise with external stakeholders to select and test software programmes for digital transfers

 6)      Experience

  • Demonstrable experience of working with different stakeholders to deliver successful outcomes for information management projects 
  • Experience of managing a team to deliver first class outcomes at pace
  • Leading a delivery team who works at pace and needs to come up with creative solutions to problems. 
  • Active security clearance (SC level) is essential

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.   

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Security Clearance (SC)
