Overview of the job

With the development of a National Probation Service (NPS) and 21 Community

Rehabilitation Companies (CRCs), legislative responsibility for Probation Equality under the Equality Act 210 will now sit directly with NOMS in relation to NPS and indirectly, via account management, with the CRCs. In consequence, the resource provided by NOMS to address Probation Equality has increased to three Senior Managers, creating the need for a full time administrator.

The post holder will report directly to the Head of Probation Equality and be responsible for managing and maintaining the administration that underpins this important and emerging area of work. They will keep current records of all relevant documentation and a database of internal and external stakeholders. The post holder will be expected to administer business meetings and produce timely and clear minutes. They will on occasion diary manage for the Head of Probation Equality, format documents and prepare PowerPoint presentations with preragreed content. They will develop and maintain a website that relates specifically to Probation Equality and which acts as a fulcrum for disseminating key information. The post holder will perform an important function in monitoring the budgets of the probation Staff Associations; ensuring timely and accurate record keeping and financial integrity.

Summary

NOMS is responsible for ensuring that it complies with relevant Equality Legislation in performing its community rehabilitation functions and that it fosters best practice in relation to equality and service delivery in the community. Effective and efficient administration of systems and documentation, relating to Probation Equality, is an important way that NOMS can evidence legislative compliance and commitment to best equality practice in community rehabilitation.

The post holder will be confident in their use of relevant technology that enables effective administration of this critical and highrfocus work. They will understand the nature of the work; the risks and dependencies within it, and how equality underpins effective rehabilitation. This will enable them to use their own initiative, and to pror socially model in all forums that they have a strong grasp of the importance of equality. They will have no direct line management responsibilities but will have regular contact, in an administrative capacity, with internal and external stakeholders including at a Senior level. They will be relied upon to act at all times with professionalism and discretion and in a way that reinforces and enhances the positive reputation of NOMS. This is especially important as the scale and nature of rehabilitation reform and the transition from Probation Trusts has generated considerable interest in this work.

Responsibilities, Activities & Duties

You will be required to carry out the following responsibilities, activities and duties:

  • Responsible for administering and notertaking high level formal national meetings that will include NPS Deputy Directors, the Head of Probation Equality and Senior Equality Managers. They will be expected to understand and conduct this work with minimal direction and oversight using their own initiative, prioritising tasks and working in a timely and diligent way.
  • Provide timely and accurate first drafts of high level meetings that attend directly to the pursuit of equality in community rehabilitation.
  • Establish and maintain an interface between NOMS HQ and the seven National Probation Service Equality Managers, one of whom will be located in each division.
  • Hold divisional Probation Equality Managers to account in the event of their not providing on request a timely record of work completed in respect of data collection and equality analysis.
  • They will be entirely responsible for maintaining a database of products developed within the NPS that have led to completion of an Equality Impact Assessment; monitoring levels of completion, producing a summary table, drawing out key themes, and advising the Head of Probation Equality accordingly. This information will be critical in the development of the Annual Equality Report that will be prepared in respect of NPS equality activity in order to conform to legislation.
  • In an informed and appropriate way, the Senior Probation Administrator will be expected to communicate with and advise a wide range of internal and external stakeholders on topics related to NOMS and Probation policy and will be relied upon to give accurate and corporate responses.
  • Responsibility for managing the Probation Staff Association budget and for first scrutiny of business plans by Chairs of the Probation Staff Associations, submitted for consideration by the Head of Probation Equality.
  • Understand and operate within the Probation Equality Policy and Strategy.
  • Be responsible for maintaining accurate and timely records and systems and comprehensive databases.
  • Develop and maintain an information hub to underpin and transmit information (provided by Probation Equality Managers) relating to Equality and community rehabilitation.
  • Have the ability to work at pace and to act on own initiative.
  • Engage confidently with relevant stakeholders in an administrative capacity.
  • Use IT with ease, formatting documents as required and preparing polished PowerPoint presentations with pre agreed content.
  • Prioritize and complete work in a way that progresses organizational objectives

The duties/responsibilities listed above describe the post as it is at present and is not intended to be exhaustive. The Job holder is expected to accept reasonable alterations and additional tasks of a similar level that may be necessary. Essential Qualifications, accreditation Registration & Skills

Openness to learning about this emerging area of work

A background in community rehabilitation is desirable but not essential

Highly competent skills in written and oral communication

Ability to prioritize, initiate and work with minimal supervision.

Skills and knowledge to interact with a wide variety of stakeholders in an informed and authoritative way

Excellent word processing and IT skills including knowledge of word processing, spreadsheet and presentation software packages, preferably Microsoft Office Word, Excel and PowerPoint

Confident and effective proof reading

Working Arrangements & Further Information

Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.

If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years. Applications are invited from suitable qualified staff.
