Overview

This is a permanent appointment for a Band Ab / G7 Analyst Jobshare (0.6 FTE) in the Data & Analytical Services Directorate within the Ministry of Justice. Candidates must meet the relevant government service professional requirements for their respective profession – you must be a member of the GSS, GSR or GORS to be eligible to apply, noting that it requires strong quantitative analytical skills.

The post is open to Band Ab / G7 Analyst on level transfer only

The base location of the successful applicants will be 10 South Colonnade, London. In addition, flexible working arrangements are available between 102 Petty France, MoJ Hubs and home.

Background

We are seeking to recruit high quality skilled and motivated individuals to join our Data & Analytical Services Directorate which sits at the heart of the Ministry of Justice (MoJ) providing analytical support across a diverse and exciting agenda. We work in a dynamic and fast paced context and our skills are in heavy demand across the MoJ. We are a cross-disciplinary directorate with a statistical unit and three policy-facing units with a mixture of social researchers, operational researchers, statisticians and economists.

Each year millions of people use our services across the UK - including courts, tribunals and prisons in England and Wales.  The justice system is an important public service and our work spans criminal, civil and family justice, democracy and rights. We are all likely to come into contact with the justice system at some point in our lives, either because we have been a witness to or victim of a crime, to protect and enforce our rights, or to settle disputes.

Analysts have a crucial role to play in the achievement of the Ministry’s goals. We provide the evidence on which to make good policy choices, monitor and evaluate progress and demonstrate outcomes. There is a huge appetite within the Ministry for more and better analysis, which is driving us to recruit. 

DASD comprises over 250 analysts working in all the main analytical professionals providing support, challenge and advice to policy and operational colleagues and Ministers right across MoJ and beyond. We are looking for experienced analysts who are able to work flexibly and take personal responsibility for the work they lead on. This work will be challenging and offers a wide range of opportunities to develop your skills and careers and make a difference. In order to respond well to the wide range of analytical needs across MoJ and to provide a greater range of career development opportunities, all analysts within ASD work flexibility across a wide variety of tasks in different subject areas across the range of Ministry’s interests.

About Data & Analytical Services

MoJ provides an exciting and dynamic environment for analysts with considerable opportunity to make a difference.  ASD comprises over 200 analysts providing support, challenge and advice to policy and operational colleagues and Ministers right across MoJ and beyond.  Analysts have a crucial role to play in the achievement of the Ministry's goals, and there is a huge appetite for more and better analysis and analysts.

The post will be based in the Research and Evaluation Team in Prison and Probation Analytical Services (PPAS) in Data Analytical Services Directorate (DASD). The Research and Evaluation Team ensures that it supports effective policy development and operational delivery across MoJ and HMPPS through the provision of timely, relevant and robust quantitative and qualitative research and evaluation.

It comprises 3 core teams: National Research Committee and Offender Research; Accredited Programmes Evaluation; and Violence Gangs and Extremism. This G7 role is to lead the National Research Committee and Offender Research. The successful candidate will form part of a job-share with an existing post holder.

Promoting the value of research and evaluation across MoJ and HMPPS, the role will cover two key elements:

  1. Running the National Research Committee (NRC) which approves internal and external research applications for research projects involving staff or offenders in prison establishments, National Probation Service/Community Rehabilitation Company regions or within HMPPS headquarters: https://www.gov.uk/government/organisations/her-majestys-prison-and-probation-service/about/research
  2. Delivering high priority research and evaluation projects aligned to MoJ and HMPPS business priorities. This includes designing and conducting research; projects are carried out in-house or may be externally commissioned. While projects are both qualitative and quantitative in nature this post requires strong quantitative analytical skills. A current project includes the evaluation of the Offender Manager in Custody Model. This is a flag ship programme changing the way prisoners are managed in HMPPS. The programme is being delivered in two phases – one is the implementation of key worker and the other is the new case management model. A significant part of the job holder’s role will be designing and conducting this important evaluation.

Key Responsibilities of the role

  • Lead the NRC team to oversee the day-to-day management and work of the National Research Committee: the NRC meets on a monthly basis to review research applications and make decisions on approving the research. The post holder will oversee the effective management of the application and reviewing process with support from a team of three core members (2 fast streamers and 1 research co-ordinator).
  • Lead on a root and branch review of the NRC to help identify efficiencies and ensure we are providing a quality service. The postholder will be responsible for shaping and overseeing the review which is being conducted by the NRC team internally and involves conducting research with key customers and stakeholders (such as Governors, academics, psychologists within HMPPS and other researchers), producing a reporting and making recommendations for change. This also covers exploring and obtaining digital opportunities for the NRC.
  • Lead and deliver on evaluation projects more generally but, on taking up post, the priority will be delivering the Evaluation of OMiC. Specifically taking responsibility for:
  • Scoping and designing an appropriate impact and process evaluation (ensuring appropriate choice of instruments and methods for evaluation such as logic mapping and quasi experimental designs);
  • Leading the research and analysis that underpins the impact evaluation (including statistical analysis utilising quasi experimental approaches) and ensuring robust analysis within a fast-paced policy focused environment;
  • Leading the development of a range of analytical outputs in a range of formats (e.g. dashboards, presentations and written reports) tailored to different audiences (analysts, policy colleagues, Director level departmental boards and external stakeholders).
  • Support the development of team members, providing appropriate challenge and responsibility and supporting their professional development. This role involves the direct line management of 2 GSR fast streamers (NRC) and 1 Band B/SEO analyst (OMiC; being recruited). The postholder will also be responsible for leading a team of analysts on the OMiC evaluation (currently 2 band B/SEO).
  • Contributing to strategic planning and resource management for the Research and Evaluation programme.
  • This role requires significant collaboration and co-ordination with policy colleagues and analysts across DASD and other teams within HMPSS and MoJ. The postholder will be responsible for maintaining strong links with other teams and encouraging collaborative working.

This is a jobshare role. The existing job holder is a G7 Social Researcher and works 0.7 FTE on Tuesdays to Thursdays. We are seeking a jobshare partner working around 0.6 FTE.
