The Parole Board is an arms length body that assesses risk of individuals to be released from prison. This position is a new post created to support the reconsideration of decisions that are made by the Parole Board Members. These applications can be completed by prisoners, victims and members of the public. This area of work supports the strategic vision of the organisation to be more transparent. 

Job Purpose

The post holder will be required to lead a team dealing with applications referred to the Parole Board by the Secretary of State (on behalf of Public Protection Casework Section and victims) and directly by prisoners, requesting reconsideration of provisional decisions made by the Parole Board. The team will sift applications from prisoners, receive sifted applications from PPCS, and then manage the process by which sifted applications are allocated to Members and considered.

The post holder is required to assist and deal with applications for reconsideration at all stages of the process, including taking a leading role in respect of individual applications, coordinating and supervising the work of case workers in their conduct of such applications, taking steps to ensure that the team is supported by efficient administration, and thereafter dealing with invoices and payments.

The post holder must either be legally qualified, or able to demonstrate equivalent experience or behaviours.

Scope of Responsibilities:

  • Lead on dealing with applications for reconsideration, and co-ordinating the work of the team on those applications as they proceed toward reconsideration;
  • Providing assistance (as necessary) in relation to queries about the reconsideration process, and provision of advice and support to the Legal Adviser, Chief Executive Officer (CEO), Senior Management Team (SMT) and Chair.
  • Supervision of HEO and EO Caseworkers;
  • Deliver training to HEO and EO Caseworkers as required;
  • Assist Member Development and Practice (MDP) Team in preparing training for members;
  • Other tasks appropriate to the role as assigned from time to time by the Legal Adviser.
  • To undertake these responsibilities in line with current legislation, local and national policies, and the key documents listed below.

Main Duties

  1. Assist and deal with conduct of applications for reconsideration, including sifting applications raised from prisoners, overseeing the process by which sifted applications are put forward for reconsideration, overseeing the allocation of cases to members, and taking a leading role on appropriate applications (including high profile and complex cases);
  2. Supervise and assist the HEO and EO case workers in their conduct of sifting and dealing with applications for reconsideration, provide training and support as required, and monitor performance;
  3. Ensure that the operation of the Reconsideration Team is efficient and effective, and arrange for any necessary technical and administrative support;
  4. Deal effectively and efficiently with invoices, payments, and other financial matters;
  5. Co-ordinate with internal and external stakeholders as required to ensure that the team delivers its work efficiently, and that information about developing work (such as increases or decreases in the volume of work or emerging trends in the content of applications) is fed back to the appropriate stakeholders;
  6. Assist Legal Adviser in provision of legal advice to members and staff;
  7. Assisting members, staff, the Legal Adviser, CEO, SMT, the Chair, and external stakeholders (as appropriate) in relation to queries about applications for reconsideration;
  8. Assist MDP in the preparation and delivery of training to members (as appropriate);
  9. Assist Transparency Team as with the preparation and provision of decision summaries, particularly to ensure consistency with reconsideration model requirements;
  10. Regularly review the reconsideration process to ensure that it continues to work efficiently and meets business needs;
  11. Other tasks appropriate to the role as assigned from time to time by the Legal Adviser.
