Background

HM Courts and Tribunals Service is responsible for the administration of the criminal, civil and family courts and tribunals in England and Wales and non-devolved tribunals in Scotland and Northern Ireland. It supports a fair, efficient and effective justice system delivered by an independent judiciary.

Our vision is to have an efficient and effective courts and tribunals system which enables the rule of law to be upheld, and provides access to justice for all. Significant investment has been made by HM Treasury to allow HMCTS to provide a more accessible system which is modern and responsive, treats those who use our service with dignity and respect, and which provides better value for money for the taxpayer. The reform programme that we have started to enable this will include estates rationalisation, and greater use of digital solutions.

Consequently, there are high expectations of all staff regardless of the job they do and high performance is expected from everybody. The organisation is continuously adopting new or better ways of working to ensure that it focuses on just that which is essential.

Key interactions and requirements will be to

  • Manage an effective working relationship with the Delivery Director and their senior management team.
  • Foster and maintain good relations with a wide range of people
  • Work closely with the other Delivery Director and Director’s Offices, Regional Support Team and wider HMCTS and MoJ.
  • Support the Delivery Director and the senior management team, ensuring that priorities are driven forwards and communicated across all regions
  • Managing the Delivery Director’s inbox
  • Manage, follow up on and complete actions for the Delivery Director
  • Facilitate and attend meetings as required, including scheduling, preparing agendas and additional papers, in-meeting facilitation and producing minutes.

Key responsibilities

Operational management

  • Manage the Delivery Director’s inbox, using own judgment to filter and prioritise work including recognising authority as to when to respond;
  • Manage, follow up on and complete actions for the Delivery Director ensuring that deadlines are met and time is efficiently managed;
  • Responsible for delegation of the Delivery Director’s work when in meetings/out of the office
  • Provide administrative solutions and support to the Delivery Director, and, where appropriate, their management team, using initiative when confronted with unusual situations;
  • Facilitate and attend meetings as required, including scheduling, preparing agendas and additional papers, in-meeting facilitation and producing minutes.
  • Monitor and analyse data, highlight problems and recommend interventions to the Delivery Director as appropriate;
  • Ensure key communications from other parts of HMCTS or MoJ are delivered and cascaded to relevant managers on time and in the appropriate manner;
  • Provide ad-hoc support to the senior management team
  • Provide support to the Delivery Director to ensure they exercise their budget holder responsibilities effectively and in compliance with established processes and controls.
  • Draft and format various documentation including PowerPoint presentations, maintenance and monitoring of excel spreadsheets, emails, word documents etc as required.
  • Assure data quality, perform data quality checks, undertake data cleanses and verification, monitor RFCs, assess trends and alert the DD & Senior Management team to any risk issues

Team leadership

  • Working closely with the Regional Support team, Director’s offices, other Delivery Directors colleagues across HMCTS and MoJ
  • Work closely with a wide range of colleagues and stakeholders within and outside of HMCTS, demonstrating good team working and communication skill

Accountability

  • Reporting to the Head of the Regional Support Unit.

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Operational Delivery in HMCTS

This role is part of the Operational Delivery Profession. Operational delivery professionals are the outward face of government, providing essential services to the public in a variety of roles. They work in many different departments and agencies across the breadth of the UK, delivering service to customers in

  • Face-to-face roles in HMCTS for example a court usher
  • Contact Centre roles in HMCTS for example call centre advisers
  • Processing roles in HMCTS for example Staff at the County Courts Money-Claims Centre and Courts and Tribunal Administration

Job Sharing and Reduced Hours

Excess Fares and Relocation Allowances

This job is not eligible for relocation allowances but excess fares may be considered in accordance with MoJ’s excess fares allowance policy

Location of Post

It would be helpful if the post holder could be based within reasonable travel distance from London as they will be expected to spend at least a day and possibly 2 days a week working in Victory House, London. However, this can be subject to discussion.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
