Background

The Youth Justice Commissioning Team (YJCT) works to design and commission evidence-based services for children and young people in the Youth Secure Estate (YSE).

To support the achievement of strategic aims (Departmental, Government and for the Youth Justice System) the YJCT focuses on understanding the needs of users (CYPs) and the outcomes we want to improve to secure services that support achievement of these outcomes whilst being deliverable and providing best value for money.

The YJ Commissioning Projects Manager roles deliver quality services and products to children and young people in custody in the Youth Secure Estate (YSE – for England and Wales). These services and products will need to be managed using a range of project management techniques proportionate to the size and scope of the need. Projects associated with the YSE tend to be high profile; the post holder will need to be able to work at different levels across Government Departments with multiple stakeholders, commissioners and directly with providers within the YSE. This will include working in close partnership with colleagues within the Youth Custody Service (YCS) and with the Youth Justice Board for England and Wales (YJB).

The post holder’s responsibilities will include the management of a number of functions/ projects or a discrete area of work, whilst developing a grasp of complex commissioning cycle activity bespoke to children. YJ Commissioning Projects Managers have considerable scope for discretion and have senior advisory responsibilities: they use their developed project management skills combined with technical expertise to make sound and balanced judgements. The post holder will often have wide-ranging contacts at a similar or higher level both within and outside the MoJ and they may represent the Directorate and Department externally – often being involved in discussions with a range of external bodies and stakeholders.

Purpose

This role is to manage assigned commissioning projects designed to improve outcomes from children and young people in and develop services across the Youth Secure Estate.

A YJ Commissioning Projects Manager leads and manages commissioning activity with both colleagues and wider stakeholders that is designed to deliver Ministerial priorities to meet the needs of children and young people given custody as part of a YJS that reforms.

Responsibilities

Those working at Band B (Senior Executive Officer – SEO) level will generally have responsibility for a defined work area – this may include managing an area of service provision or corporate service activity; providing policy advice or contributing to policy/ commissioning development and managing projects. Band Bs/ SEOs may also coordinate the delivery of individual components of projects that have a direct impact on overall performance across the Youth Secure Estate.

Specific responsibilities for this role will include:

  • Accountability for successful management of specified deliverables/ projects as defined in the Team and Directorate Business Plans, and as outlined in your individual Performance Management cycle;
  • Working and applying Project Management disciplines in the delivery of key areas of allocated work;
  • Accountability for providing sound, evidence-based advice and guidance to senior key stakeholders on the allocated areas of work/ project /policy;
  • Accountability for successfully managing effective relationships with delivery partners and stakeholders that support the delivery of the statutory functions and enhance the reputation of the MoJ;
  • Responsibility for delivering expected outcomes on time and to standard, giving credit to teams and individuals where appropriate;
  • Leading initiatives designed to improve and develop team work and the delivery of work activity across the Youth Justice Policy and Commissioning Teams.

Essential Knowledge, Skills and Behaviours    

Experience and understanding of the commissioning cycle and/ or of commissioning services – preferably for children and/ or in secure settings.    

An understanding of the Youth Justice System and experience of working in youth justice, custodial services, and/ or children’s services sectors.    

Experience of programme and project management and delivery    

Highly-effective oral and written communication skills, using appropriate styles, methods and timing to maximise impact and understanding with colleagues and stakeholders – this can include presenting to stakeholders; leading meetings; writing reports and business cases; drafting project documentation; and contributing to submissions.    

Able to analyse complex information from varied sources to identify risks and recommend action – this regularly includes financial, performance and assurance/ scrutiny data/ information.    

Able to work flexibly and independently across a portfolio or work, building rapport as part of team.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
