We are seeking to recruit Band Cs for three exciting and challenging roles in the ALB CoE which is responsible for driving forward the department’s strategic and operational relationship with its Arm’s Length Bodies (ALB), to ensure that they deliver efficient and effective services in line with the Secretary of State’s priorities.

The vacancies

We are looking to recruit three Band C Campaign Managers to our Public Appointments Team (PAT).

The PAT manages the recruitment of public appointees to ALB Boards and other leadership positions. As well as managing campaigns, we work, through our search procedures, to attract the widest range of candidates so that our public bodies represent the communities they serve. PAT runs each campaign as a project within an overall multi-campaign programme and Campaign Managers may work on more than one campaign simultaneously.

Job Description

These roles provide the opportunity to work across government including with Cabinet Office and No. 10 colleagues, Ministerial Private Offices, a range of ALBs and senior leaders within MoJ, developing close working relationships. The successful post holder can also expect to work closely with experts across the department and its functional areas. We are looking for people with excellent communication skills (written and oral) and who are self-motivated team players, confident at working across connected but separate projects and initiatives.

The role will involve working to tight timescales and would benefit someone with excellent organisational skills who is accustomed to working at pace. It would also be beneficial to have enthusiasm to identify innovative ways to engage with stakeholder groups, and individuals, to encourage applications from the strongest and most diverse people.

Working in the PAT and ALB CoE offers a unique chance to be at the forefront of delivering excellent public services and corporate governance. We deal with different organisations that provide essential public services. Public appointments include Chairs and Members of the Boards of ALBs as well as other statutory office holder positions. Our goal is to identify strong and diverse candidates to fill these valuable roles.

PAT is responsible for:

• Delivering Commissioner for Public Appointments (CPA) compliant public appointments including the use of consistent, transparent terms and conditions, increasing equality and diversity, strengthening requirements; • Benchmarking and improving MoJ public appointments processes and procedures including identifying opportunities for joint (MoJ and cross government) procurement in relation to recruitment etc.; • Providing Single Point of Contact for advice and working with Cabinet Office, No10 and CPA as required; • Advising on public appointees’ induction, appraisals and remuneration and ensuring consistent implementation so that roles and responsibilities, and lines of accountability are clear; and • Quality assurance and oversight of all MoJ public appointments.

Duties may include:

  • Management of appointment campaigns ensuring that they are delivered on time, to budget, and as specified by policy Sponsor;
  • Stakeholder management - providing accurate and comprehensive advice on the process of public appointments;
  • Working collaboratively with stakeholders, such as Ministers, Private Office, ALBs, analysts, finance business partners, policy leads, comms teams, clearly and succinctly communicating advice and requirements;
  • Drafting and reviewing timely and quality submissions and briefing on a range of ALB issues, sometimes at short notice;
  • Understanding/analysis of customer feedback and using this to drive improvement; and
  • Provide support to the wider division and undertake work across the division as needed/requested.

Skills & Qualifications

  • Excellent relationship management skills, including working with, negotiating, influencing and, as necessary, challenging senior managers;
  • Ability to work independently;
  • Excellent communication skills - on paper and face-to-face;
  • Good IT skills;
  • Strong organisational, planning and prioritising skills; and
  • Flexible approach – prepared to take on additional tasks and help out colleagues across the team as required.

  • Take responsibility for delivering expected outcomes on time and to standard, giving credit to teams and individuals as appropriate
  • Plan ahead but reassess workloads and priorities if situations change or people are facing conflicting demands.
The job holder must be able to fulfil all spoken aspects of the role with confidence in English or (when specified in Wales) Welsh.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
