Summary

MoJ has ambitious plans to reform the justice system and at the same time transform itself into a smarter, simpler and more efficient department and the Project Delivery Directorate is at the heart of this change. The scale and pace of the reforms is challenging and requires a large portfolio of interconnected policies, projects and business changes to be delivered successfully.

As part of the Portfolio & Assurance team, your key challenge will be to provide a definitive view of change activity across the department to inform key decisions and focus leadership on actions that will support the delivery of change. You will help to develop visually engaging ways of presenting information on change to a range of different audiences, including the Department’s Executive Team and Investment Committee. You will have a passion for delivering change and the personality to lead and influence people throughout the department. Given the size and complexity of the portfolio, you will enjoy working with partners throughout MoJ as well as with data, presentations and plans.

There are two positions available within the Portfolio team and whilst some responsibilities will be shared, individuals are likely to be given direct responsibility for specific pieces of work with the Portfolio office.


About the job

Working as part of the Portfolio Management Office (PMO), you will be responsible for the production and delivery of the Department’s monthly Portfolio report. You will own the framework for the reporting requirements and produce comprehensive reporting mechanisms that drive the production of management information.

Key Responsibilities:

  • Leading on reporting and information management for the MoJ Portfolio
  • Defining the reporting requirements for MoJs projects and programmes across the Portfolio
  • Analysing a range of information sources to provide informed insights using appropriate reporting tools and visualisation methods
  • Working with stakeholders to identify requirements for management Information.
  • Providing quality assurance on the information provided by projects and programmes and challenging poor or incomplete information
  • Providing quality assurance on the standard sets of information provided by projects and programmes such as, benefit realisation plans and risk registers
  • Leading on drafting the benefits management strategy and risk management strategy for the portfolio and putting these into practice by identifying and monitoring portfolio risks, issues and benefits.
  • Reviewing relevant portfolio performance metrics, providing a first draft analysis on the information provided
  • Monitoring progress against the portfolio level delivery plan, identifying and tracking any interdependencies across the portfolio.
  • Identify and monitor portfolio risks (threats and opportunities), across the portfolio
  • Working with business areas to identify and categorise new projects which meet portfolio level thresholds and running the project pipeline process
  • Co-ordinate the completion of GMPP reporting for the portfolio and liaising with the Infrastructure & Projects Authority on this

To be successful in this role, you will have proven experience in a complex project or programme environment using a range of PPM methodologies. Strong organisational ability is a pre-requisite of the role as is the ability to drive forward the performance and reporting framework for the portfolio.

Skills and Experience

Essential

You must be able to demonstrate an excellent understanding of project delivery and experience in the practical application of a range of project delivery skills, and tools

Have strong analytical, organisational and planning skills

Have the ability to deliver at pace, working to tight deadlines whilst maintaining a quality service

Desirable

Previous experience working in a portfolio office would be welcome though not essential as well as working with and visualising large and complex sets of data.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
