This is an opportunity for a Band A/Grade 7 to join the Data Driven Department and Culture Change unit within the Analytical Services Directorate in the Ministry of Justice.

The post is open to Band A/Grade 7s on level transfer and other eligible staff on promotion.

The base location of the successful applicants will be 10 South Colonnade, London. In addition, flexible working arrangements are available between 102 Petty France, MoJ Hubs and home.

Interviews are likely to take place Early March.

We provide the data, insight and evidence to inform good policy, operational and investment choices, monitor and evaluate progress and performance, and demonstrate outcomes. There is a huge appetite within the Ministry for more, better and innovative analysis, which is driving us to recruit.

About the Data Driven Department and Culture Change Unit

We are seeking to recruit an exceptional individual to join the Data Driven Department and Culture Change Directorate. The MoJ is undertaking an exciting shift to be data-driven across all decisions, and at all levels, and this charge calls for a new culture

A special team has been created to move swiftly in this space.  Specifically, we are charged with:

  • Creating a culture in which our people are empowered with the right data and information to make excellent decisions; and
  • putting evidence at the heart of our justice system, using cutting edge tools, techniques, and collaboration to drive excellence.

We are seeking people to join this initiative who are passionate about making a difference, highly curious, focused on high quality results and timely delivery, finisher-completers, able to work and get along with people from all backgrounds, and unreasonably positive. 

Key Responsibilities of the Role

The role will drive data transformation in HMCTS, working at a strategic level across a wide portfolio (e.g. from planning and testing new infrastructure, through data collection, advanced analytics, and building open data principles). The post is highly visible across HMCTS and works directly to the Chief Financial Officer and Customer Director, operating in close collaboration with numerous teams across the organisation. The holder of this post will be passionate about making a difference for the staff and users of the justice system. They will be someone who values people highly and strives to understand the views, ideas, processes, systems and frustrations of the people we provide services to. The post holder will harness the best of digital ways of working to bring people together to create new and innovative systems and processes, driven by user need and developed iteratively.

This person must function as an integrator between business needs and technology solutions and advise on (and help create) sustainable products and services. As relevant, they will need to help implement and oversee or help coordinate activities to improve data capability across the organisation. E.g. identify data needs and pathways; define systems strategies; recommend data quality / cleansing approaches; develop system requirements; design, prototype, and test technology solutions; and support system implementation. They will need to deliver in a complex strategic landscape, defining appropriate data governance and supporting and/or proposing alternatives to current structures.

This work requires close partnership and collaboration between analytical, digital, policy and operational colleagues. The post holder will understand human decision making, how we can support, anchor and nudge decision makers. They will be highly resilient and will be able to maintain enthusiasm and generate momentum in the face of a shifting landscape and priorities. The post holder must also be skilled at presenting visually with impact, and excellent at delivering their message verbally, achieving credibility with senior teams right up to the level of the Ministry’s Executive Committee and to ministers.

The work may include:

  • Building strong relationships across HMCTS and MOJ to achieve shared strategic goals,
  • Acting as a translator across technical and non-technical areas to ensure effective implementation
  • Directly supporting the HMCTS Chief Financial Officer and Customer Director
  • Supporting and driving the agenda, workstreams and wider organisation of the HMCTS Data Governance Authority, presenting papers as required (including to the HMCTS executive SMT)
  • Working with analytical, data scientists / engineers / architects, digital, and policy / operational teams to build innovative solutions to longstanding and emerging data issues, identify opportunities to add value, and deliver MVPs to demonstrate key concepts
  • Supporting creation of an HMCTS data strategy, attending workshop sessions and drafting sections as required, and making connections with MOJ and other government departments
  • Creating a shared organisational understanding of key decision-makers and decision points in courts and tribunals; exploring, advancing and/or building products to improve decision-making
  • Creating a shared organisational understanding of the data we do/should/could collect, how to manage it, and how to utilise it to drive improved outcomes
  • Developing our data capability in specific areas (including building MVPs to demonstrate opportunities), such as linking data sets to build the full picture of an individual’s journey through our system, as well as our ability to exploit these data
  • Supporting development and assessment of a data infrastructure MVP, working closely with HMCTS data architects and the MOJ Analytical Platform team
  • Addressing issues where data are not collected digitally, are collected in multiple places, are not collected at all, or do not connect to other data sets
  • Identifying concrete financial and resource implications of the way we can and could/should collect and use data, and acting accordingly; drafting lightweight business cases to clearly identify the problem, articulate the solution, and drive action
  • Creating and implementing strategic frameworks to prove value early and implement a test-and-learn model, while working toward ambitious goals
  • Leveraging internal and external resources in the most efficient and effective manner to deliver outcomes; building relationships and networks to draw on and maximise knowledge and best practice
  • Understanding what motivates and drives the people in our system to make decisions and ensuring that we are employing the right levers and accountability to get the outcomes we need

  • Can provide expert advice on a range of analytical techniques for exploiting data, identifying the practical implications to the business of gaps in the data infrastructure and analytical opportunities offered by developing data capability
  • Is already highly digitally aware or is willing to get up to speed quickly in understanding the potential of digital ways of working (customer centricity, agile methodology, prototyping and lean development, automation, etc.)
  • Understands and values justice system users, and works hard to deliver quantified value for them
  • Is goal-oriented, with a track record of achieving goals in ambiguous environments
  • Is a self-starter: someone who takes a vision and goals and makes them reality
  • Can quickly become expert in the relevant delivery systems and to adopt a strategic and innovative approach to continuous improvement in those systems
  • Understands the value of evidence & analysis, has a broad knowledge of analytical / research methods, limitations of different approaches, and can get up to speed quickly on the evidence-base around delivery of courts and tribunals services
  • Is adept at developing tools with the end user at the centre of the process and measures their success based on user engagement
  • Is extremely comfortable with data visualisation and interactive dashboards, such as Tableau, Qlikview, and Microsoft products.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
