Overview

This is an opportunity for two Band Ab/Grade 7 to join the Analytical Services Directorate within the Ministry of Justice. Candidates must meet the relevant government service professional requirements for their respective profession – you must be a member of the GSS, GES, GSR or GORS to be eligible to apply.

This campaign is looking to fill the two vacancies as detailed on pages 4 & 6, however we expect to have future vacancies for which a merit list will be held for 12 months from this campaign.

Post 1: Head of Data Innovation (HMCTS)

Post 2: Head of HR MI team (MoJ)

The post is open to Band Ab/Grade 7 Analysts on level transfer and other eligible staff on promotion.

The base location of the successful applicants will be 10 South Colonnade, London. In addition, flexible working arrangements are available between 102 Petty France, MoJ Hubs and home.

Interviews are likely to take place Early March. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post. Applicants will be asked at interview to state their preference if they have one.

Background

We are seeking to recruit high quality skilled and motivated individuals to join our Analytical Services Directorate (ASD) which sits at the heart of the Ministry of Justice (MoJ) providing analytical support across a diverse, high profile and exciting agenda. We work in a dynamic and fast paced context and our skills are in heavy demand across the MoJ. We are a cross-disciplinary directorate with a mixture of social researchers, operational researchers, statisticians and economists structured in five units facing customers across the whole of the MoJ.

Post 1: Head of Data Innovation (HMCTS)

This role is an exciting opportunity for an exceptional analyst to drive organisational change by influencing data policy and strategy, operating in a fast-paced environment to provide advice and support to senior leaders. The role will drive data transformation in HMCTS, working at a strategic level across a wide portfolio (e.g. from planning and testing new infrastructure, through data collection, advanced analytics, and building open data principles). The post is highly visible across HMCTS and works directly to the Chief Financial Officer and Customer Director, operating in close collaboration with numerous teams across the organisation. The holder of this post will be passionate about making a difference for the staff and users of the justice system. They will be someone who values people highly and strives to understand the views, ideas, processes, systems and frustrations of the people we provide services to. The post holder will harness the best of digital ways of working to bring people together to create new and innovative systems and processes, driven by user need and developed iteratively.

This person must function as an integrator between business needs and technology solutions and advise on (and help create) sustainable products and services. As relevant, they will need to help implement and oversee or help coordinate activities to improve data capability across the organisation. E.g. identify data needs and pathways; define systems strategies; recommend data quality / cleansing approaches; develop system requirements; design, prototype, and test technology solutions; and support system implementation. They will need to deliver in a complex strategic landscape, defining appropriate data governance and supporting and/or proposing alternatives to current structures.

This work requires close partnership and collaboration between analytical, digital, policy and operational colleagues. The post holder will understand human decision making, how we can support, anchor and nudge decision makers. They will be highly resilient and will be able to maintain enthusiasm and generate momentum in the face of a shifting landscape and priorities. They must be able to use their analytical experience to proactively spot opportunities for action, as well as understand and manage the implications of approaches to improving data capability – accurately communicating risk and building compelling cases for action. The post holder must also be skilled at presenting visually with impact, and excellent at delivering their message verbally, achieving credibility with senior teams right up to the level of the Ministry’s Executive Committee and to ministers.

The work may include:

  • Building strong relationships across HMCTS and MOJ to achieve shared strategic goals,
  • Acting as a translator across technical and non-technical areas to ensure effective implementation
  • Directly supporting the HMCTS Chief Financial Officer and Customer Director
  • Supporting and driving the agenda, workstreams and wider organisation of the HMCTS Data Governance Authority, presenting papers as required (including to the HMCTS executive SMT)
  • Working with analytical, data scientists / engineers / architects, digital, and policy / operational teams to build innovative solutions to longstanding and emerging data issues, identify opportunities to add value, and deliver MVPs to demonstrate key concepts
  • Supporting creation of an HMCTS data strategy, attending workshop sessions and drafting sections as required, and making connections with MOJ and other government departments
  • Creating a shared organisational understanding of key decision-makers and decision points in courts and tribunals; exploring, advancing and/or building products to improve decision-making

  • Identifying concrete financial and resource implications of the way we can and could/should collect and use data, and acting accordingly; drafting lightweight business cases to clearly identify the problem, articulate the solution, and drive action
  • Creating and implementing strategic frameworks to prove value early and implement a test-and-learn model, while working toward ambitious goals

Post 2: Head of HR Management Information

HR Analysis, Reporting and Modelling team (HR-ARM) within DASHR-AS provides insight into the current and future MoJ workforce to support the People Group by reporting on workforce and workforce related matters; analysing HR issues and the factors which drive them; and modelling the future workforce and paybill.

The HR MI team, within HR ARM, is responsible for data and analysis on workforce and paybill, used to inform HR policies and strategies and management of MoJ business. The team works closely with the wider HR ARM team, and with key customers in People Group. In line with the wider agenda in Analytical Services in MoJ, the team are in the process of redesigning their data infrastructure and processing - with a vision of moving to a fully automated suite of MI reporting. The team are also in the process of reviewing the programme of MI reporting, with a view to moving reporting via data visualization and self-service tools. This post will therefore provide an exciting opportunity to develop the future strategy for the team; and developing innovative ways to produce or present the data, working with data scientists. The team consists of G7, HEO and EO level analysts, and the post holder will be responsible for line management of the HEO and EO.

The key responsibilities:

  • Reviewing and developing the strategy for the team; ensuring we utilise the available data science techniques and tools to improve the efficiency and focus resource on areas where we can add most value, and identifying opportunities to move reporting to data visualisation software or self-service tools.
  • Working with data scientists and the wider project team to redesign data infrastructure and ETL processes; responsible for specifying needs and working with technical specialists to ensure delivery of improved processes.
  • Leading on a review of the programme of internal MI; working with customers from People group and end users to identify and develop a suite of products, also considering the way these are presented and disseminated, that best meets customers’ needs.
  • Leading the team to deliver: data for corporate reports to Executive committee and People group to support delivery of MoJ’s business and major reforms; programme of HR MI products and reports to the Cabinet Office, ONS and internal customers; and of PQs, FOIs and ad hoc internal and external HR briefings, requiring HR data.
  • Leading on advice on HR data governance and protection, ensuring HR MI team and HR ARM are aware of the processes and requirements of handling sensitive information and data, as laid out in the HR-ASD memorandum of understanding on shared data.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
