Overview

This vacancy is available to all Civil Service employees and employees of accredited NDPBs who were appointed on merit following a fair and open competition, or were appointed to a permanent post in accordance with an exception certified by the Civil Service Commissioners.

This position may be based at any court, tribunal or HMCTS office nationwide but regular travel to London and other parts of England & Wales as well as Scotland.

HMCTS is embarking on a period of significant change which will see the organisation transform over the next 5 years. Strong leadership is a critical element in this being successful. As a senior manager within HMCTS, the jobholder must provide clear direction and focus, visibly championing the changes which deliver greater efficiencies. The HMCTS Executive Team expects senior managers in the organisation to operate in a culture of openness and honesty, demonstrating a commitment to change through involvement and empowerment, and by delivering results.

The HMCTS Finance, Governance and Performance function will have a pivotal role in supporting senior stakeholders and their teams through the change, with the right strategy to build the necessary organisational capability and to realise the benefits needed.

Job Description

The Key Purpose of the role:

As Head of Business Planning, Reporting & Control in the Governance and Assurance team your role is to protect value, drive value and add value.

You will work closely with colleagues across HMCTS and the MoJ to ensure a fully joined up approach is considered for the creation and publication of the HMCTS Annual Report and Accounts and the HMCTS Business Plan and contribute to the MoJ Single Departmental Plan. You will engage with Directors to make sure that their directorate delivery plans are aligned to and consistent with the HMCTS Business Plan.

With line management responsibility of two Band Bs, you will ensure that a clearly defined monitoring process is in place to provide the necessary level of assurance that HMCTS is delivering against its longer-term priorities and current business as usual activities. This will include responsibility for delivering key reporting throughout the year for the HMCTS Board and SMT, and the MoJ Executive Committee and Departmental Board.

You will provide strategic direction to the entire Governance and Assurance function and make sure controls and processes are developed, put in place and are aligned with work being undertaken by policy and operational teams and to the prevailing operational landscape.

Key Responsibilities:

  • You will take responsibility and ownership for the production of the HMCTS Annual Report and Business Plan, working closely with internal and external stakeholders including the NAO, the judiciary, external providers, MoJ, and other government bodies to align with the accounts and ensure it is published to deadline.
  • You will provide strategic direction to the entire Governance and Assurance function and make sure controls and processes put in place are aligned with work being undertaken by the teams and are aligned to the prevailing operational landscape, providing an overall picture of assurance across the whole of HMCTS.
  • You will work collaboratively with the business to make sure directorate delivery plans are created, and are consistent with the narrative of the Business Plan and that they are being kept up to date throughout the year.
  • You will report regularly to the HMCTS Board and SMT on progress against the commitments outlined in the Business Plan. This will include reporting to MoJ.
  • You will engage effectively with all HMCTS Directorates and act as a liaison between HMCTS and the department in order to raise and address organisation wide issues and oversee the HQ Governance Business Partnering function.
  • You will act as an intelligent customer in all HMCTS’s contracts, providing meaningful challenge to our suppliers on matters of risk and assurance.
  • You will deputise for the Deputy Director as required at events and meetings involving the judiciary, other government departments and private sector bodies as required.
  • You will have direct line management responsibility of two Band Bs and provide support and direction to these roles as necessary.
  • As a member of the Governance and Assurance Senior Management Team you will contribute at regular staff meetings and Away Days, providing visible, approachable leadership, maintaining a continuous dialogue with staff in respect of change, performance and celebrate successes.
  • You will build strong, trusting and credible relationships where open and honest conversations take place that enable decision making.
  • You will take the lead to solve problems and provide trusted advice and options of how they may be overcome to reach a positive solution.

  • You will work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Key Skills

  • Significant experience of running business planning processes and annual reports, designing robust KPIs and reports which are aligned to the business plan.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
