Policy

The Family & Criminal Justice Policy Directorate (FCJPD) sits at the heart of MoJ’s policy agenda, working to reform complex systems that deal with some of the most vulnerable members of our society. We support Ministers on a broad range of issues: from ensuring that victims of sexual violence receive the best support possible, and that children at risk of FGM are protected, to reforming the criminal justice system to better support the 2 million people in Britain who are victims of Domestic Abuse each year.

Within the Directorate is the Victim and Witness Policy Unit. The Unit leads on fundamental systemic, multi-agency reform to improve support for victims and witnesses, to help them cope and recover from the impacts of crime, and enable better justice outcomes. The Unit developed, and is currently implementing, the first ever cross government Victims Strategy, which is a blue print for a justice system that supports more victims to speak up, regardless of their circumstances or background. The Unit also holds a £96 million per annum budget for support services for victims and witness. These services are delivered either through grants to Police and Crime Commissioners, or nationally commissioned third sector services for the victims of the most serious of crimes, such as rape and homicide. We have commitments under the strategy to develop a new delivery model for support services, and a specific commitment to improve support for victims of sexual violence.

Description of role and duties

We are looking to recruit Policy Managers who are self-motivated and willing to take pride in the successful delivery of key tasks. We are looking who are strategic thinkers, and are willing and able to show system leadership in this space. Roles will likely be based in the following teams:

Homicide and Major Incidents Policy team

The team is responsible for:

  • Policy on supporting victims bereaved by homicide and major incidents.
  • The commissioning and managing grant funding for the National Homicide service
  • Working with Police and Crime Commissioners and their offices to implement the Major Incidents framework
  • Working with other government departments, voluntary and statutory organisations to ensure that people bereaved by homicide and Major incidents get the seamless support they need, when they need it. This includes supporting stakeholders to develop partnerships with each other and ensuring cross government co-ordination.

Sexual Violence Policy team

The team is responsible for:

  • Policy on supporting victims of sexual violence and abuse, including child sexual abuse.
  • Commissioning support services for victims of sexual violence and management of the grants awarded to these services.
  • Working with partners and agencies across government to improve the response to supporting victims of sexual violence, including with Home Office and the NHS, to improve service join-up a create more integrated pathways of support.
  • Working on wider policy tackling Violence Against Women and Girls (VAWG)

The role will be developed according to business need and the interests and strengths of the post holder, but will include:

  • Policy development and delivery:
  • Supporting effective communication with a range of stakeholder groups. Building good working relationships with teams across government and operational agencies who work collaboratively to inform advice on policy, responding to urgent issues as they arise.
  • Drafting clear and concise advice / submissions to senior officials and Ministers on complex issues.
  • Producing replies to PQs, Ministers Cases and other correspondence and preparing briefing (including topical briefs) and Q&A.
  • Contributing to the project management and governance of projects within the unit, by preparing relevant progress papers and updates for senior colleagues and governance boards.
  • Lead on finance/ grant management for the team.

Skills and experience

The applicant should have:

  • Strong organisational skills and experience, preferably through working in a policy environment;
  • Excellent interpersonal skills and experience of working with senior people;
  • Awareness of political pressures

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
