Strong leadership is a critical element in this being successful. As a senior manager within HMCTS the jobholder must provide clear direction and focus, visibly championing the changes which deliver greater efficiencies. The HMCTS Executive Team expects senior managers in the organisation to operate in a culture of openness and honesty, demonstrating a commitment to change through involvement and empowerment, and by delivering results.

The HMCTS Finance, Governance and Performance function will have a pivotal role in supporting senior stakeholders and their teams through the change, with the right strategy to build the necessary organisational capability and to realise the benefits needed.

The post is open to Band B/SEO on level transfer and other eligible staff on promotion.

Main purpose of the role:

As a member of the HMCTS Analysis and Performance division you will play a key role in making HMCTS a data driven organisation by ensuring HMCTS and the Judiciary have access to timely, accurate and accessible operational Management Information (MI) to underpin operational decisions and Reform activities.

You will assume responsibility for improving the quality of HMCTS data through: embedding a robust quality process to improve data in source systems; engaging with Reform system development to ensure mechanisms for improving data quality are built in to all new systems; developing quality metrics for key data and ensuring these are reported and explained in relevant outputs; identifying areas of poor data quality anomalies and driving improvements to these areas; dealing with instances of poor data and working with colleagues and the business to determine the true values.

One focus of the post will be supporting Property, it will also provide opportunities to work across A&Ps multidisciplinary teams in order to gain wider experience, depending on the interests and skills of the post holder.

You will lead on primary data collection for the division, supplementing the administrative data collected via HMCTS systems with surveys and census, taking responsibility for design and implementation. You will review the current set of data collections, engaging with customers to ensure their relevance and assure the collection methodology.

You will assume responsibility for drawing-up and managing Data Sharing Agreements, Memorandum of Understandings and Data Access Panel agreements with wider Justice system, other Government departments and third parties, in accordance with guidance from Information Assurance, the UK Statistics Authority Code of Practice, Data Protection Act and other relevant legislation.

You will provide effective, active and dynamic leadership, communicating objectives, plans and priorities with clarity, conviction and enthusiasm. You will help embed the new divisional structure and create a culture of knowledge sharing and continuous improvement.

Key Responsibilities:

  • You will be responsible for producing and maintaining the data quality guidance for all nationally collected data sets and for producing and maintaining data quality guidance for data entry into case management systems.
  • You will be responsible for managing, reviewing and improving existing Data Collection processes and designing new Data Collection processes to requirements.
  • You will be responsible for drawing-up and managing Data Sharing Agreements, Memorandum of Understandings and Data Access Panel agreements with wider Justice system, other Government departments and third parties, ensuring that appropriate controls are in place for the transfer of personal data and that the data is only used for those purposes agreed.
  • You will lead on the Data Access Panel, providing the gateway for external academics to access Management Information and using this as an opportunity to influence external research to meet HMCTS’s needs.
  • You will produce analysis and advice based on court and tribunal property data to guide HMCTS HQ operations and HMCTS Reform.
  • You will assist in the creation of appropriate reporting mechanisms that meet the requirements of the Property, Finance and Ops directorates within HMCTS.
  • You will clearly communicate trends and patterns in Property data giving impact and clear purpose to the analysis function.
  • You will support collaborative relationships across Analysis and Performance, HMCTS and Ministry of Justice to make sure that the use and reporting of HMCTS property data is clear, accurate, and an enabler of our vision for the future.
  • You will be responsible for maintaining the on-going action log focused on improving data quality across all data sets for the team, leading discussion with the business and prioritising work based on your assessment of risk. You will lead specific projects to address quality issues.
  • You will identify opportunities for data validation to be developed at source in both current and future systems, engaging with Reform initiatives as the data quality expert.
  • You will identify opportunities for improvements to data assurance in line with Continuous Improvement principles and assist with their implementation across the division.
  • You will actively ensure best practice around data quality in analysis and performance reporting, develop quality metrics and commentary to meet the needs of the changing business and to assist the business deliver solutions that represent good value for money.
  • You will develop and implement a Data Quality process to ensure identified anomalies can be corrected at source and processes/policy put in place to stop their reoccurrence.
  • You will coach, inspire, motivate and seek development opportunities for staff.
  • You will represent Analysis and Performance in the wider business in a professional manner which builds cross functional relationships and strengthens the perception of Analysis and Performance as a fair, impartial and business focused /critical partner.
  • You will work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Key Skills

  • Proven numerical and data visualization skills, with knowledge and experience of using advanced features of Excel (essential), SQL (essential), Oracle Databases and HMCTS case management systems.
  • Excellent data interrogation techniques and good track record of using systems to do so. Excellent interpersonal skills and ability to build and maintain strong working relationships with stakeholders.
  • Experience of primary data collection from a design and implementation perspective.
  • Excellent influencing skills, with the ability to take a complex ideas, concepts and data sets and communicate the key messages clearly in writing and verbally to a variety of audiences.
  • Strong ability to work in a culture of change, and drive change within the AP division and the wider HMCTS to improve data quality.
  • Strong ability to identify areas of improvement and create innovative approaches to delivering better quality services and products.
  • Very adaptable and willing to review role and priorities with senior management team to meet the current and future needs of the organisation.
  • Experience of dealing with poor quality data and introducing in initiatives to improve data quality within a business area or analytical function.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
