About the Job

We are looking for a talented and forward-thinking Band B to join the Future Policy Team in the Prison Reform Policy Directorate.

The role will involve working flexibly across different strategic projects to address key issues around future prison and probation policy. It provides an excellent opportunity to build experience of strategic thinking, work closely with senior leaders in the Ministry of Justice (MoJ) and Her Majesty’s Prison and Probation Service (HMPPS), and understand how the work of the department fits together. It also will give you a good understanding of the department’s preparation for the upcoming Spending Review, as the team leads relationships with different areas of the business to develop options for prison and probation.

The successful candidate will be expected to:

  • Synthesise analysis, robust evidence and strategic thinking, into a clear assessment of the position, trends, opportunities and options for prisons and probation.
  • Contribute to developing a persuasive future vision for prisons and probation.

  • Lead relationships, provide briefing, run workshops and develop communication strategies with stakeholders, relevant senior officials and work strand

  • Collect, analyse, interpret and present evidence to form sound policy options for wider discussion.

  • Develop and build strong partnership working with colleagues in HMPPS and MoJ.

  • Agree aims, scope, plan and deliver key strands of work and activities.

  • Develop briefing to inform ministerial and senior official decision-making.

As an indication of the projects the role holder could lead on, examples of the team’s current work are:

  • The joint development of a long-term strategy for Prisons and Probation with colleagues in the HMPPS Strategy Unit. This work looks to understand what the world will look like in 2030 and how the current prisons and probation system will need to evolve to meet this challenge. It will also support preparations for an upcoming Spending Review.
  • Leading policy project work on how independent scrutiny and improvement functions for prison and probation could be developed over the long-term.

The post holder is expected to be able to take up post as soon as possible, by agreement with his/her current line management. The post is available on promotion as well as level transfer.


Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
