Education Band A

This is an exciting role, leading one of the key policies for reducing reoffending at a crucial time. Learning in prison is proven to reduce the risk of reoffending, as well as increasing the chances of P45 employment. This is a policy area with keen ministerial interest and a range of active and vocal stakeholders who need to be proactively managed. The new £150m per year prison education contracts went live on 1 April. The post-holder will work closely with Her Majesty’s Prison and Probation Service, commercial, legal and other colleagues to help ensure their effective implementation.

The post-holder will also maintain policy oversight of libraries, awarding organisations, the new education policy framework, careers advice and higher education access (a policy with great parliamentary interest). In 2018 we published the Education and Employment Strategy, setting out key ministerial commitments to developing rehabilitation services in prison and building upon the Prison Safety and Reform White Paper and the Dame Sally Coates review of prison education.

The education team sits within the Reducing Reoffending Division, alongside two other teams leading on employment and accommodation policy, both of which also receive keen ministerial and parliamentary interest, currently delivering key work on access to Universal Credit and an accommodation strategy with millions of pounds of funding attached. The division also has policy responsibility for furthering family ties policy.

Responsibilities:

  • Working with colleagues from commercial, legal, finance and Her Majesty’s Prison and Probation Service to ensure the effective implementation of new education contracts – including the use of the flagship prison education Dynamic Purchasing System allowing governors to commission important short-term education services and careers advice;
  • Continuing delivery of commitments made in the Education and Employment Strategy, updating ministers and stakeholders as appropriate;
  • Delivering on departmental business needs, coordinating responses to ministerial requests, parliamentary business, writing submissions, and briefing ministers on policies and meetings as necessary;
  • Representing education policy on the Government’s Reducing Reoffending Board;
  • Acting as the lead contact for key stakeholders, many of whom often interact directly with ministers, including the Prisoner Learning Alliance/Prisoners’ Education Trust, Ofsted, Open University, University and College Union and Awarding Organisations;
  • Working with analytical colleagues and counterparts in Her Majesty’s Prison and Probation Service to understand and monitor quality of the prison education system, suggesting and developing new policy proposals as appropriate;
  • Working with key policy teams across the Ministry of Justice to provide advice on prison education and ensure join-up where necessary and/or beneficial – for example, employment service, offender management, accommodation, women’s prisons, the youth estate and more;
  • Leading a sub-team, who will support you with the above responsibilities and further policy development, building their capability and ensuring they receive adequate duties to challenge and develop them further;
  • The post-holder may also have the opportunity to support the wider policy areas covered by the division, including employment, accommodation and family ties work, to help deliver ministerial priorities.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
