Governance and Secretariat Officer (Band C)

The Permanent Secretary’s Office is a fun, busy and energetic place to work – the interface between Ministers, Executive, Non-Executive Directors and the rest of the department.

The Secretariat team is responsible for the effective corporate governance of the Ministry of Justice, working with several teams across the department. This role offers the opportunity to gain insight into broad areas of policy and operations specifically including prison, probation and courts.

You will be working in a fast-paced environment and need to be flexible and responsive to changing priorities. You will also need to work closely and collaboratively with private offices, policy groups and other teams such as HR, Portfolio Delivery, Internal Audit and Finance. The Governance and Secretariat Officer role provides a great opportunity to understand how decision-making on high-value business cases takes place.

Reporting to the Governance and Secretariat manager, your responsibilities will include:

  • Leading on delivering professional Secretariat services to the Investment and Financial Management Committees including minutes, actions and planning the Forward Look of business;
  • Briefing the Permanent Secretary as Principal Accounting Officer on a weekly basis on upcoming Committee matters;
  • Supporting the Governance and Secretariat Manager to deliver the weekly Executive Committee meeting;
  • Escalating issues to the Chief Financial Officer on financial/investment matters where appropriate;
  • Working with colleagues across the department to ensure issues are brought to the Committees at the right time and to support decision making at the highest level;
  • Providing governance advice and promoting good governance to the department;
  • Promoting the role of the team to the wider department and understanding the key benefits of good governance;
  • Regularly reviewing and applying good governance practice to the department as highlighted by Cabinet Office and HM Treasury https://www.gov.uk/government/publications/corporate-governance-code-for-central-government-departments-2017

Skills and Qualifications

Essential:

  • Ability to establish and maintain effective relationships with a wide variety of stakeholders;
  • Ability to persuade, influence and negotiate deadlines;
  • Ability to learn and identify potential issues of interest for senior officials;
  • Proactive approach with excellent organisational skills, attention to details and an ability to work consistently and effectively under pressure and to tight deadlines;
  • Excellent communication skills, including good drafting skills;
  • Proficiency of Office 365.

Desirable

  • Knowledge of financial terminology/project procedures within a government setting or willingness to develop these;
  • Knowledge and awareness of key policy and change initiatives across the MoJ or willingness to develop these.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
