Overview of the job

This is a manager job in Regional Office

Summary

The job holder reports directly to the Deputy Director of Custody (DDC). The role is to support the management and delivery of custodial services through Service Level Agreements (SLA) and contract management processes with establishments, driving performance and value for money requirements.

The jobholder may be either nonroperational or an operational member of staff.

They are based in a Regional Office with no line management responsibilities.

Responsibilities, Activities and Duties

You will be required to carry out the following responsibilities, activities and duties:

  • Act as professional advisor to the DDC and Governors on contractual / SLA / performance issues
  • Monitor compliance of management of local contracts on behalf of DDC and identify remedial actions, ensuring these actions are implemented
  • Ensure nationally agreed contracts are utilised appropriately by custodial service providers
  • Support custodial services to deliver integrated offender management by working collaboratively with community services
  • Work collaboratively within Region to deliver corporate activities
  • Leads on target setting and negotiations with Governors on behalf of DDC
  • Develop SLAs on behalf of the DDC
  • Act as point of contact between DDC and Governors, Headquarters and Regional
  • Office for contract and performance related issues
  • Ensure changes to SLA / contract deliverables are captured in contract specifications
  • Ensure systems in place for Governors and DDCs to be assured that the service specification minimum outputs are being delivered
  • Develop strategy and business planning for the Region
  • Manage performance data from a range of sources including monitoring progress of HMIP action plans
  • Corordinate responses to HQ for DDC and Prisons for HMIP and IMB reports
  • Draft correspondence on behalf of DDC
  • Represent DDC at Contract Review meetings
  • Support DDC and establishments as required,
  • Work with team to prepare DDC bilat and visit reports
  • Monitor action plans following Death In Custody reports submitted by PPO
  • Act as the Information Assurance manager for the DDC Office
  • Deputise for operations manager in their absence
  • Deputise with delegated authority on behalf of the DDC

Essential Skills/Qualifications/Accreditation/Registration

  • Experience of contract management and assurance system and process is desirable.
  • Experience of stakeholder engagement at various levels. You will need to be persuasive and influence others views positively, to deal confidently and tactfully with other colleagues.
  • Judgement and decision making – including readiness to take a high level of responsibility and the ability to exercise sound and sometimes rapid judgement based on the evidence presented in a range of situations.
  • The ability to analyse stakeholder positions and formulate proposals and options for consideration, taking into account wider issues.

Working Arrangements & Further Information

Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.

If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years. Applications are invited from suitable qualified staff.

The Loan/Secondment is subject to the approval of the selected candidate's Business Unit, which should be obtained before confirmation of appointment.

The vouchers can then be used to help meet the costs of any form of registered or approved childcare for children aged 0-16. The vouchers are exempt from tax and National Insurance contributions
