About the Directorate

The Family & Criminal Justice Policy Directorate (FCJPD) sits at the heart of MoJ’s policy agenda, working to reform complex systems that deal with some of the most vulnerable members of our society. We support Ministers on a broad range of issues: from ensuring that victims of terrorist attacks receive the best assistance possible, and that children at risk of FGM are protected, to reforming the criminal justice system to better support the 2 million people in Britain who are victims of Domestic Abuse each year.

Within the Directorate is the Criminal Courts & Criminal Law Policy Unit (CC&CLPU). It is responsible for a series of high profile reforms including reforming our criminal courts to make them more efficient and effective, strengthening the criminal law to tackle sex offences and getting a grip on demand across the CJS working as a system leader via the Criminal Justice Board. We sponsor the Law Commission and support the Criminal Procedure Rule Committee chaired by the Lord Chief Justice.

About the role

We are expanding our strategy work to better manage risks across the Criminal Justice System, understand the fluctuating mix of cases that might reach court, and seize opportunities to be more proactive in driving positive change across a disparate system.

The successful candidate will lead a new team of 4 policy officials responsible for running a series of high profile strategy projects. This work will be high profile within the MOJ attracting significant interest from Ministers and senior officials. Effective joint working with CJS partners will be key to the success of the work, and the successful candidate will build particularly strong links with Her Majesty’s Courts and Tribunals Service, the Crown Prosecution Service, Attorney General’s Office and Home Office. Their work will also involve engagement with law enforcement bodies and the judiciary.

Initial priorities will include understanding why our criminal courts are receiving fewer cases at a time when crime is rising, proving strategic leadership to multi-disciplinary teams including analysts, finance and strategy people as well as the three direct reports. Will such trends be sustained? What will happen to demand? Will the case mix continue to harden? What levers could and should be pulled? Is there more that MOJ and our partners can do to proactively deal with upcoming challenges?

The successful candidate will join a high performing and collegiate SMT and will want to work closely with colleagues who lead subject-specific teams (e.g. sexual offending) and teams responsible for key levers (e.g. the Criminal Justice Board). Their work will include:


-           Creating and leading a new team, providing effective direction and excellent management support. Enabling team members to develop their career and deliver consistently high-quality products that exceed Ministerial expectations;

-           Providing strategic leadership to high profile projects that seek to strengthen the Criminal Justice System and providing expert thought-leadership: drawing out key insights, and providing specific actionable recommendations;

-           Building and sustaining excellent links with colleagues across the CJS, fostering a sense of joint-ownership to tackle shared challenges. Similarly sustaining excellent relationship with colleagues across the MOJ to deliver advice that helps the whole system, working closely with a range of professions including finance, analysis and operations as well as policy.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
