This role sits in the newly formed Security Risk Unit. Its objectives are to ensure HMPPS is managing its security risks effectively; identify new and emerging security risks; prioritise and plan responses to those risks; and provide the organisation with a library of knowledge for security practice. Strong risk management, risk resilience and risk practice will support HMPPS in better assessing security risks and the Agency’s tolerance to risk.


Risk Resilience will ensure the organisation is successfully identifying and prioritising new security risks, enabling HMPPS to become more proactive in its approach to managing security. The team will help determine the current operational resilience and tolerance to emerging risks, and where a vulnerability exists, begin building HMPPS resilience to prioritised risks through engagement with the relevant stakeholders and providing recommendations on response plans. Our focus is to create an effective security culture throughout the organisation.


This is a national post, regular attendance to meetings in London and occasional travel across the HMPPS estate will be required. The job holder will report directly to the Head of Risk Resilience and there is the potential to hold responsibility for managing a small team of staff. Summary

• The post holder will be expected to build and maintain relationships with a range of stakeholders to promote effective risk resilience. They will need to build credibility rapidly with both internal and external colleagues at senior levels.
• This role requires the ability to think proactively on how we tackle our priority risks, considering new ways of working to increase the resilience of HMPPS. The job holder will need to be experienced at communicating with a variety of audiences on developing security risks and understand how the organisation can develop its resilience. This needs to be done in the most effective way to ensure key messages are successfully conveyed.
• The post holder will feel comfortable making informed and effective decisions on what the service should do to build its resilience to prioritised risks. They will be highly organised and able to deliver under time pressure – this role is part of a new and developing unit whose workflow is constantly evolving, the ability to multi-task and manage pressing deadlines is a must.

Responsibilities, Activities & Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • To identify, assess and report in a timely manner on new and emerging risks to HMPPS security.
  • To define our current operational resilience and tolerance to emerging risks.
  • To build HMPPS resilience to prioritised risks, through engagement with the relevant stakeholders and provide recommendations on response plans.
  • To inform and contribute to HMPPS Control Strategy, identifying and prioritising security risks from which decisions will be made on the appropriate allocation of resources.
  • To become a subject matter expert in prioritised risk areas and provide advice and guidance across the estate on various risks, working with internal and external stakeholders as required.
  • To be accountable for the identification and prioritisation of the risks associated with crime, technology, legal, political, economic, health or environmental trends that might have an impact on HMPPS security.
  • To be responsible for monitoring the impact of the resilience measures implemented to reassess the trajectory of the risk.
  • To engage with and build a network of security risk experts to support the identification and assessment of new risks.  
  • To successfully communicate identified risks to different target audiences through varying communication tools and, where necessary, influence senior decision makers to support resilience building activity.

Working Arrangements & Further Information

Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.

If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years. Applications are invited from suitable qualified staff.
