MoJ are looking to recruit a driven and ambition Band A to work on establishing a new public authority (the Independent Monitoring Authority, or IMA), which will monitor the UK’s commitment to protecting the rights of EU and EEA EFTA citizens in the UK after its exit from the EU. The IMA is a commitment made by the UK in the EU Withdrawal Agreement and will be legislated for in the Withdrawal Agreement Bill.

As a high-profile policy area, with real impact on the lives of citizens, the IMA will attract interest both domestically and internationally, and it is crucial that it is established on time, and in a way that provides sufficient safeguards and assurance to EU and EEA EFTA citizens residing in the UK post-exit. It will work with and across a wide range of public bodies and policy issues and presents a fascinating set of policy challenges as not only a new public body but as one of the first tangible deliverables resulting from EU exit.

This is a unique role, to plan and deliver one of the UK’s key international obligations. The policy responsibility for the IMA is transferring from DExEU to MoJ, which will lead on establishing the new body. As such, this presents an excellent chance to see through work that creates of a new public body with a range of supervisory and enforcement powers, presenting many opportunities for development as the newly established MoJ team grows.

Main responsibilities will include:

  • Developing a robust plan and business case for establishing the IMA, using programme management principles and tools to drive delivery within the required timeframes;
  • Working across Government on both the operational and policy aspects to ensure the new body complies with best practice, Value for Money principles, and international obligations;
  • Ensuring a cohesive approach with other public bodies in the new regulatory landscape post-exit;
  • Working with the Public Appointments team in the Cabinet Office to advertise and recruit a robust and fit-for-purpose board;
  • Managing a team (currently one Band B, with likelihood of increasing) to deliver this work.
  • Leading one or more workstrands within the programme to deliver the IMA in practice, forming an important part of the leadership in this new and growing team.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
