The full-time location of the post is flexible, including home working. The Judicial College’s main office is the Royal Courts of Justice, Strand, London, WC2A 2LL. The post holder will be expected to come to London and possibly our other locations in Leeds and Loughborough for meetings.

Background

The vision of the Judicial College is to maintain its position as a recognised world leader in judicial education and training. The Judicial College is part of the Judicial Office which is entering an exciting time. Over the next four years, HMCTS Reform is likely to be the single biggest transformation of the Justice system to take place for many years.

The Evaluation Manager will play a key role in supporting this vision and the outcomes of the Reform and the wider training programme of the Judicial College by working with Judicial Course Directors and Training Leads and others in monitoring, evaluating and reporting the training of judicial office holders across England, Wales and parts of Scotland. The Judicial College is responsible for the training of approximately 22,000 full and part time judicial office holders holding a wide variety of judicial roles.

The key responsibilities of the role are to

  • Develop the evaluation of training arising from judicial reform programmes, which includes both face to face and digital methods of training.
  • Support the analysis of training needs for reform and other projects using surveys and questionnaires.
  • Enhance the College’s ability to evaluate training, such as the impact and application of learning in the workplace.
  • Manage the evaluation of all judicial continuation and induction training in accordance with the Judicial College evaluation strategy.
  • Oversee the use of the College’s Learning Management System (LMS) for training evaluation.
  • Manage and draft all evaluation reports arising from Judicial College training.
  • Support to Judicial College committees, including providing evaluation reports and minute taking on occasion.

Other responsibilities

These responsibilities will require the Evaluation Manager to:

  • Ensure that Course Director/Training Leads and relevant training teams receive the feedback data they need in order to enhance judicial face to face seminars, webcasts and e-learning.
  • Produce comprehensive evaluation reports, gathering and summarising training data for interested parties across the Judicial College – Quarterly, Committee and Sub-Committees, Governance Board, Planning Groups and the Lord Chief Justice’s Annual Training Report for Magistrates.
  • Work alongside the College Education and Development Advisers to develop processes to implement longer term evaluation with a view to it becoming standard practice across the college. The College adheres to the Kirkpatrick model of evaluation and seeks to expand its well-established process for level 1 (reaction) to develop robust level 2 (learning) and level 3 (behaviour). Full training on the Kirkpatrick model will be provided.
  • Work in partnership with judicial trainers to conduct training needs analysis using a range of survey methods to establish and provide for the needs of the judiciary in relation to reform, Faculty (cross jurisdictional) and jurisdictional specific training.
  • Work collaboratively with the College Digital and Technology team to ensure that the LMS provides the best possible evaluation data to support and enhance judicial training.

Essential experience and expertise:

  • Highly experienced in assessing data, drawing conclusions and drafting comprehensive written recommendations.
  • Experience of developing surveys to explore and evaluate data, ideally using online methods/tools.
  • Confident in engaging with a variety of individuals at all levels of seniority.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Counter-Terrorism Check (CTC)
