Programme and Project Management

New recruits to the Civil Service joining MoJ are expected to join at the band minimum. For an exceptional applicant and under exceptional circumstances, managers have discretion to set starting salaries above the pay range minimum.

The courts and tribunals in England and Wales have been allocated unprecedented funding of almost £1billlion. This will enable HM Courts & Tribunals Service, working in partnership with the judiciary, to create a system that is proportionate and accessible and that better meets the needs of the people it serves. This is the most ambitious programme of its kind anywhere in the world.

The CTSC Programme objective is to establish many new national and cross jurisdictional customer service centres that will provide services directly to users.  These centres will provide administrative, common processes and specialised processes for service delivery which require jurisdictional expertise and customer contact.

The HMCTS Reform Programme is ambitious; we need resilient, resourceful and adaptable people to make it happen. Your application will need to demonstrate that you have experience of managing projects, ideally within a programme environment, that you can thrive in an environment that is changing constantly, that you can deal with uncertainty and that you are committed to developing services that are based on the needs of the end user as well as those who administer the justice services provided.

The Head of PMO will:

Working alongside a team of PMO professionals, you will lead the implementation and management of programme and project governance frameworks and development of appropriate reporting tools which deliver value. You will have a good working knowledge of project and programme assurance and a proven track record in resource planning, risk, budget and benefit management, along with the reporting / monitoring of project/programme outcomes.

You will need to demonstrate that you have the experience required in leading in, creating and maintaining a ‘learning’ environment that facilitates high-quality knowledge transfer which safeguards business delivery during a period of significant change within a Programme environment. You will coach and mentor PMO and Project Managers, demonstrating an ability to thrive in an environment that is constantly evolving and respond positively to the challenges that come with that.

You will have effective leadership, interpersonal and communication skills. HMCTS expects its leaders to show openness, honesty and commitment and, of course, to deliver results.

This role provides a fantastic opportunity to showcase your PMO skills whilst also developing your wider Programme Management awareness and really fulfil your potential in a fast paced and exciting Programme.

You will work closely with:

  • HMCTS and Ministry of Justice staff.
  • Project and programme senior responsible owners.
  • Project, PMO and programme managers and the wider change team.
  • Delivery Directors and their Regional Support teams.
  • Customer and supplier representatives.
  • Stakeholders in the justice system.
  • Professional services teams.

Head of PMO responsibilities include:

  • Delivery & Leadership – Lead the PMO to support the project in the delivery of Business Case benefits and outcomes. Champion the use of best practice project management standards and processes.
  • Business Case – Support Project Managers in the development of Business Cases, with input from specialists as necessary.
  • Budget – Develop and agree budgets for projects and/or programmes and forecast actual costs against them.
  • Resources – Manage the PMO team and support both Programme and Project Managers in the identification, recruitment, development, deployment and reassignment of resources throughout the Programme lifecycle.
  • Stakeholder Management – Advise project teams on appropriate tools and techniques for managing stakeholder relationships. Provide assurance to the project manager on the effectiveness of stakeholder management arrangements.
  • Risks & Issues – Establish the project processes and standards for managing risks and issues. Provide assurance to Project Managers on the effectiveness of Risk and Issue management arrangements.
  • Governance & Assurance – Ensure appropriate governance is in place and arrange external reviews e.g. Gateway Reviews at appropriate points in the project lifecycle. Monitor the effectiveness of controls and ensure that recommendations from external reviews are acted upon.
  • Change Management – Establish and implement protocols to change the scope of projects and/or programmes and update configuration documents as required.
  • Project Performance & Controls – Establish and operate project controls on behalf of Project Managers, reporting on project progress and status to appropriate bodies. Identify common capabilities and opportunities for linking up, re-using and sharing of methods and resources between projects and programmes. Ensure learning from experience is disseminated across the organisation.
  • Guidance & Support – Identify, develop and share best practice project management processes, tools and templates and benchmarks against industry standard. Provides direction and guidance to the programme / project team.

Essential Criteria:

  • Ability to be innovative, learn and share good practise in a fast-paced, changing environment.
  • Strong planning skills at programme level.
  • Detailed understanding of Programme Management Offices and their services, (e.g. risk management, reporting and change control).
  • A strong communicator, able to communicate messages clearly to a range of audiences at all levels.
  • The ability to build productive working relationships quickly and to engender confidence with the programmes and projects.
  • The authority, intellect and knowledge to communicate sometimes difficult recommendations and recommendations to senior officials.

Desirable Criteria:

  • Previous experience within a portfolio or programme office environment.
  • Experience of PPM tools, and ideally, their deployment.
  • Experience of working in fast-paced environments on a start-up function.
  • Practitioner status for one or more of the following Axelos qualifications:

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Location of Post

The post is based in London and will require time at both Aldgate Tower and 102 Petty France. There will be regular travel, at the needs of the business, to HMCTS and other sites.

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme. For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register. Successful appointment on promotion will secure this grade on a permanent substantive basis.

Secondments and loans will be considered on an individual basis.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
