The Probation Reform Programme is undertaking a significant and challenging programme of work to help stabilise and improve delivery of probation services, and design and plan for future arrangements. This is a great opportunity to work on one of the most high profile and important priorities for the Ministry of Justice, which is subject to significant Ministerial, and cross-Government interest, and will have a real impact on how we improve outcomes for offenders, victims, and the wider public. The Probation Reform Programme combines policy, operational, commercial, financial, analytical, legal and programme teams, providing the opportunity to play a vital role at the heart of a fast-moving and complex programme environment.

Purpose

MoJ has ambitious plans to reform the justice system and at the same time transform itself into a smarter, simpler and more efficient department. The scale and pace of reform is challenging and requires a large portfolio of interconnected policies, projects, contracts and business changes to be delivered successfully.

As part of the Probation Programme Finance Team your main role will be to provide expert financial advice to support major commercial and change programme decisions. You will have a passion for being involved in large scale, complex decision making and applying your finance and accounting skills. You will also have the personality to lead and influence people throughout the department to ensure key decisions and strategies offer best value for money and align with the financial strategy for the Ministry.

Your work will be varied, fast paced and interesting which will require you to apply your skills and experience across a range of operational, strategic and commercial areas. You will provide analysis to support Business Case development and assurance, conduct financial due diligence and be part of commercial and programme centre of expertise. You will also be part of contract review teams to ensure the Ministry is getting best value from new and existing commercial contracts.

Key Responsibilities

As part of the Probation Programme Finance team your responsibilities will include:

  • Providing direct support to the Programme Finance Manager (PFM) and the wider finance teams in the design and development of business cases;
  • Support the PFM in conducting assurance reviews of Programme business cases and provide advice to the MoJ Investment Committee on financial aspects of cases.
  • Providing expert financial analysis to the finance team and colleagues within the Programme;
  • Provide analysis of existing contracts to ensure MoJ is gaining the maximum economic value and are applying the financial elements of the contract fully;
  • Supporting the Commercial Directorate in the effective design and management of contracts;
  • Support the PFM in providing expert finance and accounting advice to Commercial Directorate, Agencies and Corporate teams on the financial implications of commercial strategies and decisions;

You will have a keen interest in helping the department improve the financial management of commercial spending and change programmes. Your skills and experience should include:

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
