Background

Her Majesty’s Courts and Tribunals Service (HMCTS is responsible for the administration of the criminal, civil and family courts and tribunals in England and Wales and non-devolved tribunals in Scotland and Northern Ireland. We work with an independent judiciary across a wide range of jurisdictions to provide a fair, efficient and effective justice system.

HMCTS is undertaking an ambitious reform programme. The programme will enhance the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all.

The programme includes creating high quality digital services, modernising the court estate, updating and replacing its technology, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims.

The role holder will need to display a commitment to four key principles: Continuous change, CI principles, managing uncertainty and improving performance. All those appointed to new roles in HMCTS must be wholeheartedly committed to these principles and evidence this in their application

The key purpose of this role

The key purpose of the role is to deliver the Capability Strategy of the London Region. Support Clusters in identifying and meeting Learning and Development needs on a quarterly and annual basis. Ensure that Learning and Development and Staff Engagement work collaboratively and strategically to support current and future capability with the aim of developing a talent pool that feeds into future succession plans.

This is a general job description covering the likely scope of work of the post holder.

Key responsibilities

  • Be accountable for the development and implementation of a regional strategic plan to support ongoing growth of capability and talent management within the region. Report progress to the Delivery Director, Chair of the Capability Board and the Regional Management Board, and ensure appropriate controls are in place to monitor progress against the targets.
  • Develop and manage a mechanism to capture, address and ensure the staff development needs/gaps from outcomes of PID reviews and business need are addressed, building these into the regional strategic plan to address priority issues. Monitoring performance against this plan and taking effective corrective action as required to deliver the plan.
  • Establish and manage regional capability bids to address identified business and capability needs, ensuring any funding opportunities are maximised, and managing the region’s utilisation of CSL to address capability needs
  • Develop and maintain effective communication channels in respect of the capability agenda
  • Implement, manage and monitor the overall functioning of the region’s Business Skills coaching function and Legal training function to ensure within Clusters prompt and quality training for staff is provided
  • Manage the regions induction process and ensure all clusters follow standard process, monitoring and evaluating the effectiveness of the process
  • Establish and manage a process to ensure the successful implementation of apprenticeships across the region, liaising with line managers and cluster managers to deliver an effective programme
  • Develop and implement systems to co-ordinate and monitor all development activity on the region including local schemes, coaching and Masterclasses for CMs and JCs/HoLO.
  • Develop and manage links between Learning and Development, Employee Engagement, Voice of the Customer, Equality and Diversity and Inclusion and Wellbeing to ensure activity is co-ordinated.
  • Lead on Employee Engagement, supporting the development of plans in Clusters. Form strong links with Voice of the Customer reps, ensuring the region’s needs are properly addressed at the meetings.
  • Apply continuous improvement principles to improve the effectiveness and efficiency of all working operations for which the post holder is responsible
  • To undertake any other duties that are commensurate with a Band B operational level post in the Region as required.

Capability and Talent growth

  • Lead regionally on Learning & Development (L&D)
  • Deliver and/or co-ordinate the delivery of L&D sessions in accordance with regional plans and priorities.
  • Help Clusters identify quarterly training needs and submit a Regional capability bid.
  • Develop and support ongoing delivery of succession planning to improve resilience and talent management.
  • Work with the regional change team to ensure all L&D work compliments change plans
  • Establish and enhance effective working relationships with the clusters.
  • Provide direction and close support to operational colleagues, setting priorities which are consistent with regional and national priorities.
  • Use Staff Survey / local TU liaison / Staff Forums to effect good working relationships with operational colleagues and to improve service delivery and staff morale / motivation
  • Be proactive in reviewing processes to identify improvements, understanding and managing associated risks; building on strengths to deliver business outcomes and involve the clusters in developing plans and consistent messages.
  • Ensuring compliance with HMCTS values, policies and procedures (including diversity, attendance and discipline, HMCTS Assurance Programme) and contribute to ongoing development.
  • Apply CI principles, tools and techniques to working practices to improve efficiency of operations.
  • Keep the Regional Management Board appraised of training needs and outcomes, advise them on decisions and escalate issues as necessary.
  • Represent London on L&D National and other Regional forums

Wider priority leadership

  • Act as a regional health and wellbeing and absence management champion disseminating information and allocating tasks and deadlines across the clusters to local champions as needed.
  • Act as a regional employee engagement champion
  • Promote Diversity, Inclusion & Wellbeing Strategy

Financial Authority

  • Working with the Head of RSU to ensure that team resources are deployed appropriately to enable the delivery of consistent standards and the achievement of regional and HMCTS business objectives.
  • To monitor and control expenditure for training budget (as delegated), ensuring profiles are met and efficiencies made.

Accountability

  • Reporting to the London Head of RSU

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Location of Post

The post holder will mainly be based at First Avenue House, 42-49 High Holborn, London, WC1V 6NP, but expected to work flexibly across several HMCTS venues to meet operational needs.

Working Arrangements & Further Information
