As a senior manager within HMCTS the jobholder must provide clear direction and focus, visibly championing the changes which deliver greater efficiencies. The HMCTS Executive Team expects senior managers in the organisation to operate in a culture of openness and honesty, demonstrating a commitment to change through involvement and empowerment, and by delivering results.

The HMCTS Finance, Governance and Performance function will have a pivotal role in supporting senior stakeholders and their teams through the change, with the right strategy to build the necessary organisational capability and to realise the benefits needed.

The post is open to Band B/SEO on level transfer and other eligible staff on promotion.

Main purpose of the role:

As a member of the HMCTS Analysis and Performance division you will play a key role in making HMCTS a data driven organisation by ensuring HMCTS and the Judiciary have access to timely, accurate and accessible operational Management Information (MI) to underpin operational decisions and Reform activities.

You will assume responsibility for improving the quality of HMCTS data through: embedding a robust quality process to improve data in source systems; engaging with Reform system development to ensure mechanisms for improving data quality are built in to all new systems; developing quality metrics for key data and ensuring these are reported and explained in relevant outputs; identifying areas of poor data quality anomalies and driving improvements to these areas; dealing with instances of poor data and working with colleagues and the business to determine the true values.

The post will provide opportunities to work across A&Ps multidisciplinary teams in order to gain wider experience, depending on the interests and skills of the post holder.

You will provide effective, active and dynamic leadership, communicating objectives, plans and priorities with clarity, conviction and enthusiasm. You will help embed the new divisional structure and create a culture of knowledge sharing and continuous improvement.

Key Responsibilities of the role:

  • Working with stakeholders, you will develop a set of requirements to migrate, transform and model data to provide robust, secure datasets for reporting purposes using the appropriate tools.
  • You will learn to design structures for a data warehouse, administer databases ensuring queries are built efficiently.
  • You will have an appreciation & awareness of the latest technologies available around Data Warehousing. You will understand Master & Reference data in a data warehouse
  • Design and build MI systems and architectures on an Oracle BI server using Oracle Development tools.
  • Design and build data collection systems and the associated user interfaces to specification, working with end users to.
  • Building or utilising APIs and other methods of bringing data into a system
  • You will work across A&Ps multidisciplinary teams in order to gain wider experience.

Key Skills

  • Good knowledge and experience of database systems including utilizing SQL.       Good knowledge of data warehouse structures and experience building conceptual, logical & physical data models.
  • Excellent data interrogation techniques and good track record of using systems to do so. Experience using packages such as R / SPSS / SAS, Tableau or other BI frameworks is desirable but not essential.
  • Excellent interpersonal skills and ability to build and maintain strong working relationships with partners and stakeholders.
  • Strong ability to work in a culture of change.
  • Strong ability to identify areas of improvement and create innovative approaches to delivering better quality services and products.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
