Overview of the job

  • The post holder(s) will work in the Intelligence Analysis Unit in NOMS headquarters or one of 7 Intelligence Units. These Units form part of a new intelligence management and analytical service for the Agency.
  • Intelligence Analyst(s) will play a critical role in developing the intelligence picture on a range of threats impacting on their geographic or thematic area, drawing on existing intelligence products as well as developing their own analysis.
  • The post holder(s) will be responsible for providing strategic and tactical intelligence analysis which will look across prison and probation contexts at 'high priority' offenders, offending groups and operational security vulnerabilities in their area.
  • This post holder(s) will report directly to the Senior Intelligence Analysts in the Units. The post is a flexible resource within the function and the post holder may be asked to undertake work for another Unit to respond to changes in priorities.
  • The post holder(s) may manage a researcher. Staffing levels may increase in the future if additional analytical capacity is required.
  • These posts will be based in NOMS headquarters, National Probation Service Division Offices or Public Sector Prison regional offices. Whilst each post will have a 'base', occasional travel to NOMS headquarters, prison establishments, prison regional offices and National Probation Service Division offices as well as law enforcement partners' offices may be required.


  • As a core member of the intelligence analytical function, the post holder(s) will be expected to deliver a high quality intelligence analytical service to NOMS and law enforcement partners, and therefore will require a good grasp of intelligence and data analytical techniques, research skills, information handling requirements, as well as understand and anticipate information and intelligence requirements from a range of partners. A background in analytical work (any discipline) would be an advantage; training in intelligence analysis will be provided if required.
  • The post holder(s) will also require strong communication skills to engage with a wide range of consumers of intelligence at all levels within NOMS, with law enforcement partners, the National Crime Agency and the Security Services.
  • The post has no operational requirement. However an understanding of prisons, probation and/or law enforcement operating environment would be an advantage.
  • The postholder must act with the highest levels of personal and professional integrity and champion these qualities in others. They must be vetted to Security Check (SC) standards.

Responsibilities, Activities & Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Post holders in the NOMS Intelligence Analysis Unit will deliver intelligence products for the Agency with a national perspective.
  • Post holders in the 7 Intelligence Units will deliver intelligence products focused on the geographic footprint of the Unit.
  • All post holders will take 'thematic' leads, supporting the analytical function as a whole, and may be required to support other Units in priority work outside their areas of responsibility.
  • Post holders will need to discuss and develop terms of reference for an intelligence analysis product; obtain and evaluate information for intelligence analysis; apply analytical techniques to interpret information for intelligence analysis; use inference development to make judgements based on intelligence analysis methodology; create intelligence analysis products to support decision making; disseminate the intelligence analysis product; and review the effectiveness of the analysis process.
  • Attendance at both NOMS' and law enforcement partners' tasking meetings.
  • Post holders will be expected to build productive working relationships with the wider analytical community in NOMS, with related data analysis functions and with law enforcement partners to develop quality intelligence products.
  • Post holders will also need to work with intelligence consumers, to ensure analytical products meet their needs - seeking and acting on feedback.
  • Line management responsibility for one researcher.
  • Expected to take an active role in NOMS' intelligence analyst community, supporting own and colleague's professional development.

Essential Skills Qualifications,accreditation & Registration

Evidenced ability to undertake analytical work is required. Whilst intelligence analytical experience is preferred, relevant training will be provided if analytical experience is from a different discipline.

Strong communication skills (report writing and verbal).

Working Arrangements & Further Information

Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.

If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years. Applications are invited from suitable qualified staff.

The Loan/Secondment is subject to the approval of the selected candidate's Business Unit, which should be obtained before confirmation of appointment.


Annual Leave

-The holiday year runs from 1 March. If you work a non standard work pattern your leave entitlement may be expressed in either hours or days as appropriate. Leave entitlement is calculated on a pro-rata basis and you will be advised of your actual entitlement on appointment. If you were appointed internally and your leave was previously calculated in days, this will continue to be the case.

Bank, Public and Privilege Holidays

You are entitled to 9 days (66 hours 36 minutes) in recognition of bank, public and privilege holidays. These hours are added to your annual leave allowance. There is a requirement to work some public and bank holidays subject to your shift pattern and the operational needs of the establishment
