You will be joining the HMPPS CFO Team at an exciting time as we have recently launched a new CFO Activity Hub project to work alongside the CFO3 Project, which started in 2015. This role will help shape and define CFO training across the ESF Funded programme.

Overview of the job

This is a specialist, professional non‐operational HQ role managed by and reporting to the Lead Business Manager, who in turn reports to the Head of HMPPS CFO.

HMPPS Co-Financing Programme is a large-scale national employability programme working across all Prisons, National Probation Service (NPS) and Community Rehabilitation Companies (CRCs). The joint funding structure of the programme necessitates dual governance arrangements to satisfy requirements of both HMPPS and the European Union (EU).

The programme combines activity, funding and governance across all programme delivery areas for HMPPS and as such the post holder requires detailed knowledge of and effective links to the majority of departments across HMPPS, Youth Justice Board and MoJ. The EU element requires the post holder to have effective links to policymakers and delivery agencies across DWP, Department of Health, Education and Skills Funding Agency (ESFA) and local authorities.

The post falls under HQ but is based in the North West (Daresbury Park, Warrington). Regular travel to multiple regional sites across England is required.

The post is non-operational.

There are no line management responsibilities. To work 100% on ESF projects.

Summary

The job holder will take responsibility for the ongoing development and maintenance of the Case Assessment Tracking System (CATS+) Training Environment and pre-learning environment responding to Provider and HMPPS CFO staff training needs identified through MI.

The CFO Training Manager will work closely with provider Trainers (including their up-skilling) in order for them to deliver HMPPS CFO Business specific curriculum to front line Case Managers, which consists of nationally designed learning packages that are delivered nationally by HMPPS CFO training teams, and locally by trainers within establishments/probation areas and provider locations.

The job holder will also coach individuals and small groups of Trainers both internally and externally where needs have been identified, and will develop learning solutions under the direction of the HMPPS CFO Lead Business Manager.

The job holder will be required to update system guidance documents and training material ensuring that they are kept abreast of ongoing developments in CFO policy. Providing subject matter advice and expertise to the HMPPS CFO SMT, Project Managers and Trainers as required.

The post holder is required to be responsible for developing up-skilling programmes across HMPPS CFO, coaching and mentoring trainers and taking on course design responsibilities as and when required. This role is the main link between design and assurance of learning materials with the training delivery of the materials and the operational line. This role is, therefore, a crucial part of the whole process of the training cycle in ensuring that what has been designed and quality assured is actually delivered as effectively as possible.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • The post involves the delivery of project delivery and CATS+ training to provider staff and internal HMPPS CFO Staff; this includes the delivery of case management and subject specific training. Maintain a training log for audit purposes. Quality assure CATS+ data and liaise with Service Desk Manager and the CATS+ development team on the evolution of the CATS+ system.
  • Initiating and building key working relationships with a range of staff both within HMPPS and with stakeholders who sit outside of HMPPS. These relationships are vital to ensure that any HMPPS learning materials which are designed within HMPPS CFO are appropriately rolled out to the CFO Programme.
  • Collate all scheduling requests from across the project and represent and negotiate these with providers and internal team and report back to the Lead Business Manager regarding what has been agreed.
  • Attend performance management meetings to provide updates of work in progress to CFO Provider staff and bring back any issues for the Lead Business Manager to resolve.
  • Attend provider Training Manager Meetings on behalf of the CFO and represent any updates to the meetings and bring back any issues for the Lead Business Manager to resolve.
  • Undertake course observations as part of the course review process and provide written reports of courses observed with recommendations for change Work with IT Development staff and Quality Assurance staff to plan the development and design of learning programmes, including the rollout and subsequent evaluation of the programme, and lead the development team in order to revise curriculum/courses, as required.
  • Design and quality assure learning packages in consultation with key stakeholders and ensure that these are delivered to key project plan milestones, are educationally sound and are fit for purpose.
  • Take responsibility for keeping training material up-to-date as changes and procedural, policy, process or security requirements change so that new staff are trained on current the version and that this is available to all staff.
  • Support the rollout and delivery of learning material within workshops for provider trainers, acting as lead trainer as appropriate, with provider staff and/or performance management staff in support.
  • Responsibility for targeted monitoring of the delivery of HMPPS CFO business specific curriculum through observation of learning programmes being delivered, and provide reports and relevant information regarding any improvements required in either the design or delivery of the programmes to the relevant stakeholder, i.e. to the Provider Training Manager, Lead Business Manager, Senior Performance Manager and Head of HMPPS CFO.
  • When required by the HMPPS CFO SMT, undertake specific departmental or cross‐departmental project work linked to the development and rollout of programmes or to support other CFO project areas, e.g. rollout of new programmes or initiatives. Bring issues back to the Lead Business Manager and ultimately the HMPPS CFO SMT.

Experience

  • Significant experience of delivering in‐house training to staff within a similar or comparable environment.
  • Experience of coaching and mentoring other staff both as peers and in a line management position prior to taking up this role.

Some Operational knowledge and background required as working relationships need to be established with both community and establishment based trainers, who deliver to different patterns and within different environments.

Technical Requirements

Minimum of a Level 5 Teaching or Training Qualification, e.g. Diploma to Teach in the Lifelong Learning Sector (DTLLS) or equivalent.

Ability

Proficiency in the use of IT packages relevant to the post, i.e. Excel, Power point, Word and Microsoft Teams.

National Security Clearance at SC level is required.

Working Arrangements & Further Information

Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
