Overview of the job

First Line Management

The post holder will provide leadership and management of the function and will contribute to the strategic planning and implementation of corporate activities. Job holders will be fully accountable for the delivery / performance of the function. They manage staff and resources to deliver activities within their function including medium and longer term planning. They will determine the resources required and actively influence efficiency.

Summary

Job holders within this group profile will be responsible for the programme management of all accredited programmes and structured interventions delivered within the probation region. The job holder will lead and manage the activity of a dispersed and mobile staff team to ensure quality interventions are delivered, and performance targets are met within a resource allocation framework. To work in partnership with other agencies and local stakeholders to ensure the co-ordinated delivery of services and the achievements of good outcomes for service users.

The post holder will ensure that the practical arrangements are in place to enable interventions to function and that programmes are delivered to a high standard that meets audit criteria. They will initiate or implement changes to develop service delivery in line with effective practice principles within the resources at their disposal.

Responsibilities, Activities & Duties

The following reflects the duties of this post:

·         To provide effective management and leadership to the team, i.e. line management of Treatment Managers, Facilitators and Administrators

·         Professionally and effectively manage any disciplinary or grievance-related matters in accordance with HR process and practice.

·         To prepare an annual team plan and review, ensuring the effective allocation of work and efficient use of resources.

·         To be familiar with the interventions being delivered and the manuals that define them.

·         Responsible for ensuring that all Programme work is delivered in line with the baselines identified in Accreditation Document and that all practical arrangements are in place to support the Accredited Programmes and structured Interventions being delivered

·         Ensuring that there is an adequate pool of fully trained facilitators who have attended all the required training appropriate to the programme they are delivering

·         Overseeing the construction of rotas and developing contingency plans to ensure continuity of facilitators.

·         Managing the waiting list, the assessment process and making decisions about which offenders should take priority to minimise waiting times.

·         Monitoring attendance on groups and taking all necessary steps to minimise attrition.

·         Promoting programmes and ensuring that offenders, sentencers and Offender Managers are able to access clear and accurate information about programmes.

·         To implement quality standards within their area of responsibility ensuring monitoring and compliance with national standards, audit and local standards of service, challenging poor performance, investigating complaints and managing contracts.

·         To ensure that the team operates robust procedures in relation to risk and that all relevant information is communicated as appropriate in a timely manner

·         To contribute to public protection through multi-agency arrangements and individual casework review, discussion and feedback

·         To initiate or implement changes as required by the Head of Programmes to develop new services in line with effective practice principles and within the resources available.

·         To ensure that interventions are appropriate and accessible to a diverse range of service users

·         To manage financial resources for your area of responsibility as required by your Head of Operational Function and in line with HMPPS financial regulations and policies. To authorise expenditure within financial limits

·         In accordance with the business plan, to provide a leading role and direction in work with partners and key stakeholders, and represent the NPS as appropriate to the role

Essential Experience

•       Substantial experience with a proven record of good practice in a variety of settings (including offender risk assessment and management) as a Probation Officer or from working within another criminal justice agency or related work context

•       Understanding of the role of the Probation Service in the Criminal Justice System and in a multi-disciplinary setting.

•       Evidence of ability to evaluate practice

•       Experience of working under pressure and fulfilling demanding deadlines

•       Able to demonstrate well developed IT skills, including evidence of ability to interpret and apply performance reports

•       Experience of proactively championing diversity and inclusiveness both internally and externally

•       Understanding of the key principles of Programmes

Management qualification or VQ5 or the ability to demonstrate previous experience for the role

Standard working hours are 37 hours per week excluding breaks which are unpaid.

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after ten years’ service.
