Overview of the job

This is a non-operational, Headquarters role with line management responsibility. 

The job holder will be responsible for a number of staff and required to lead on a key workstream as part of the large-scale delivery of Climate Assessment survey work.

The purpose of this work is to gather voice and understand the lived experience of staff working across HMPPS in England and Wales. 

The role will involve some travel to undertake on-site Climate Assessment work within prisons, probation, HQ and Approved Premises, particularly locations assessed by TUBU as being higher risk in terms of Climate Assessment data.

Summary

The job holder will be responsible for the line management and supervision of a number of Climate Assessment Administrators and Climate Assessment Officers. They will also have responsibility for the deployment and supervision of Climate Assessment Fieldwork Facilitators who volunteer to deliver a small number of Climate Assessments a year, alongside their core HMPPS role. 

The job holder will be accountable for at least one key Climate Assessment workstream. 

They will undertake Climate Assessments across HMPPS, particularly those assessed by TUBU as being high risk. This includes travelling to sites to facilitate face-to-face group discussions or individual interviews as well as observations of workplace climates. They will supervise those in their hierarchy undertaking similar work at lower risk sites, with accountability for approving outputs. 

The job holder will be accountable for the bespoke analysis of data, producing recommendations and reports for individual site Senior Leaders, and contributing to national level analysis. 

Wider support of TUBU work will be required at times. 

This role involves a considerable amount of time engaging with individuals at all levels across HMPPS. The job holder will be relied upon to act at all times with professionalism and discretion, in a way that reinforces and enhances the positive reputation of HMPPS, and that embodies the values of TUBU and the Civil Service. 

The geographical base for the post can be flexible but will require travel throughout England and Wales for site visits, meetings and other Climate Assessment/TUBU work.

Responsibilities, Activities & Duties

The job holder will be required to carry out the following responsibilities, activities and duties: 

·        A key element of this role is for the job holder to be accountable for at least one Climate Assessment workstream. They will develop in-depth knowledge and expertise about their workstream, disseminating this to key stakeholders, and using it to inform TUBU strategic objectives.

·        Quality data assurance, editing and signing off final reports. The job holder will undertake bespoke statistical and thematic analysis for higher risk Climate Assessment sites, supporting those in their workstream where required. 

·        The job holder will lead on the preparation and processing of data, and writing of high risk individual site Climate Assessment reports. They will supervise staff in their workstream completing these tasks for lower risk sites. They will lead on the writing and maintenance of syntax used within analysis where required.

·        The development and maintenance of collated data sets, including performing regular assurance checks. The job holder will contribute to the design, analysis and writing of bespoke/thematic work at a national level under the guidance of their managers. The job holder will link with stakeholders in relation to this work.

·        On site fieldwork for HMPPS sites assessed as higher risk and to oversee/ assure fieldwork at lower risk sites. The job holder will liaise with individual site Senior Leaders and points of contact to facilitate initial/closing meetings. They will be responsible for decision making on site, pre-empting and, if necessary, solving problems to ensure the smooth running of fieldwork. The job holder will be highly skilled at facilitating discussion (e.g. in focus groups and individual interviews), and able to take notes/observations. They may need to deliver presentations.

·        Accountable for Climate Assessment Fieldwork Facilitators who volunteer to undertake the fieldwork for a small number of climate assessments each year in addition to their permanent HMPPS role. This includes management visits, training and supervision. The job holder will support these staff and those within their workstream in solving fieldwork problems, with accountability for signing off fieldwork timetables and the allocation of the fieldwork facilitator resource.

·        The job holder will be responsible for working with senior leaders within individual sites to support them in the development and implementation of action plans following a Climate Assessment. This involves linking with key stakeholders across HMPPS and TUBU colleagues.

·        Contributing to decisions on the allocation of Climate Assessment follow-up work resources. They will then design/oversee the delivery of this work at all stages.

·        Collate, verify and summarise information in a range of formats and from a variety of sources to advise on decision making processes and the prioritisation of TUBU delivery.

·        Direct line management responsibility for a number of Climate Assessment Administrators and Climate Assessment Officers, and oversight of all staff within their workstream.

·        Act as a call handler on the TUBU confidential staff helpline taking necessary action and escalating concerns when appropriate.

·        Attend and lead meetings and training events as required.

Essential Experience

·        Excellent written and oral communication skills and the ability to communicate and influence with confidence to a range of people, including senior staff, using a variety of methods (e.g. in person, email, telephone, video-call).

·        Experience of facilitating discussions (e.g. individual interviews, focus groups), including comprehensive note taking. 

·        Experience of working flexibly to meet deadlines and being responsive to manage competing/changing priorities.

·        Previous experience of applying analytical skills. For example, this could be a data analyst role, applied academia or work towards a successful degree qualification (e.g., social sciences).

·        Summarising complex information/data and presenting that information to others in an accessible and meaningful format.

·        A good working knowledge of quantitative data analysis using statistical packages (e.g. SPPS, Stata).

·        Experience of analysing complex qualitative data (e.g. thematic or content analysis).

·        Proven ability to apply mixed research methods.

·        Experience of leading individuals or management.

Technical requirements

·        Excellent working knowledge of Microsoft packages, particularly MS Excel

·        Good working knowledge of using statistical packages to analyse quantitative data (e.g. SPSS, Stata).

Ability

·        A strong ability to interpret data sensitively, undertaking bespoke, meaningful analysis.

·        Able to confidently and clearly communicate methodological decisions and findings to an audience.

Working Arrangements & Further Information

Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
