Justice Leaders is an exciting new fast-track scheme that spans the whole of Her Majesty’s Prison and Probation Service (HMPPS). It is the first of its kind to develop future leaders with the ability to work in any operational role across Prison, Probation, and the Youth Custody Service.

HMPPS keeps people sentenced to prison in custody, helping them lead law-abiding and useful lives, both while they are in prison and after they are released as well as supporting people on their road to rehabilitation.

Over four years, successful candidates will experience a variety of placements across HMPPS, while completing a bespoke Masters qualification. These insights into Prison, Probation and the Youth Custody Service will provide a foundation for future leadership. They will not only help to improve the experience of people moving through the system, they will ensure we can bring about positive change for the system as a whole.

Placements – 

Years 1 & 2 -     
First 3 months are spent experiencing the journey of somebody moving through the criminal justice system, you will spend time with the Police, in courts and with the Prison and Probation Service. During this time, you will also complete the full Prison Officer Entry Level Training programme which will ensure you are fully trained to the standard of an operational prison officer. You will then spend 3 months working in a prison as a operational prison officer. After completing your 3-month prison officer placement you will spend 17 months working across the Prison and Probation Service while completing the Professional Qualification in Probation element of your Master qualification.


Years 3 & 4 -     
At the end of 2 years on the scheme you will sit a Career Development Panel. This panel will be an opportunity for you to discuss your progress and choose which specialism to pursue; Prison, Probation or Youth Custody. At this point the pathways diverge and offer different kinds of experience and training over the next two years of the scheme.

Outer London - £30,488 (£24,689 basic salary + allowance for additional and unsocial hours)
Inner London - £32,244 (£26,111 basic salary + allowance for additional and unsocial hours)

Years 3 & 4 
National - £37,276 (£30,453 basic salary + allowance for additional and unsocial hours)
Outer London - £40,536 (£33,116 basic salary + allowance for additional and unsocial hours
Inner London - £42,236 (£35,234 basic salary + allowance for additional and unsocial hours)


Eligibility -    
HMPPS actively welcomes applicants from all backgrounds. We’re looking for highly motivated people who have a passion for helping others and are keen to make a difference to our criminal justice system. This will be a stimulating environment to work in, requiring high levels of resilience.

Given the academic ability required to study for the Justice Leaders Masters qualification you must have achieved at least a 2:2 undergraduate degree qualification in any subject or if you are still studying and due to graduate with a predicted grade of at least 2:2 in 2022. Due to the challenging nature of the leadership roles you will be completing alongside academic study this scheme is suited to applicants who have huge passion, drive and desire to improve the lives of others, with a few years of work experience post-graduation.

As part of the pre-employment checks you will need to successfully complete NPPV2 vetting (Non-Personnel Police Vetting level 2) which requires you to have been a resident in the UK for the last three years.  If you have been out of the country for a significant period of time (usually up to one year) and maintained your UK residency you may still be considered for vetting clearance.

If you are not a UK or EU citizen, you will need a leave to remain entitlement of approximately 24 months or more at the point you apply.


Assessment Journey – 
Stage 1 -    basic application form that will focus on capturing key personal information and eligibility details for the post.
Stage 2 -    online situational judgment and cognitive ability tests
Stage 3 -    pre-recorded video interview based on a series of behaviour and strength questions
Stage 4 -       online assessment centre comprising of a presentation, roleplay, written exercise and an interview

Working Arrangements & Further Information

For nationally advertised campaigns, candidates will be appointed to their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed with the successful candidate(s) on the completion of pre-employment checks.

The national salary range is £19,781 - £21,963, London salary range is £22,238 - £26,111. Your salary will be dependent on your base location

Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.

If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years. Applications are invited from suitable qualified staff.

-The holiday year runs from 1 March. If you work a non standard work pattern your leave entitlement may be expressed in either hours or days as appropriate. Leave entitlement is calculated on a pro-rata basis and you will be advised of your actual entitlement on appointment. If you were appointed internally and your leave was previously calculated in days, this will continue to be the case.

Bank, Public and Privilege Holidays

-You are entitled to 9 days (66 hours 36 minutes) in recognition of bank, public and privilege holidays. These hours are added to your annual leave allowance. There is a requirement to work some public and bank holidays subject to your shift pattern and the operational needs of the establishment
