As Evaluation Manager within HMPPS Co-Financing, you must have a strong background in statistical experiment design, developing research questions, research (qualitative and quantitative) and the delivery of research results, both verbally and in written reports.

Qualitative analysis – You must be able to gather information from first hand sources, including literature reviews and online open source. You must be a very strong communicator with a range of different people in order to gather information; this will include discussions with professionals related to the programme and interviews with offenders on the programme. The candidate must be able to tailor their approach and questioning in order to ensure that it is suitable for the interviewee.

Quantitative analysis – You must be able to design experiments, plan the data collection (via existing systems or develop surveys or other methods of data collection) and analyse the data using sound statistical methodology whilst using appropriate statistical software (such as R, SPSS, Minitab). The candidate must be able to convey the results to non-analysts and senior managers in both written and verbal formats.

Working at Daresbury Park, in Warrington offers excellent links to Liverpool, Manchester and Cheshire by car (with free parking on site), with the office next to the M56, Junction 11. There are good rail links to Runcorn from Liverpool and Manchester. Overview of the job

The HMPPS Co-Financing (CFO) team is based in Warrington who lead in the commissioning and delivery of national programmes – primarily funded outside of HMPPS core business.

The HMPPS CFO team work on large-scale national employability programmes working across all prisons and Probation areas. The programmes combine activity, funding and governance across all programme delivery areas for HMPPS and as such requires detailed knowledge of and effective links to the majority of departments across HMPPS, Youth Justice Board and MoJ. The role requires effective links to policymakers and delivery agencies across DWP, Department of Health, Skills Funding Agency and local authorities.

This post covers two areas of work (project-wide evaluation and governance of regional sub-projects delivered to specified groups with complex needs). The remit will be national and there will be a requirement to frequently visit establishments, Probation and community based delivery sites. The areas of responsibility are potentially of interest to academics, policymakers and the press. Therefore, there is a requirement to manage HMPPS reputational risk and escalate concerns quickly and appropriately up the line.

The post reports to the Lead Manager (Research and Statistics) in HMPPS CFO and through them to the Head of HMPPS CFO.

There are no line management responsibilities.

The post is non-operational.

Summary

To work 100% on HMPPS CFO projects and other projects linked to and associated with HMPPS CFO e.g. MOD Covenant funded activity.

Research and write the evaluation for all HMPPS CFO projects; this will include smaller thematic reports.

An in-depth, comprehensive knowledge of cross-departmental policy drivers and links to policy routes are essential in allowing for development of policy across all areas of CFO business and translation into practice.

The evaluation and research budget is in excess of £500k.

The post reports to the Lead Manager (Research and Statistics) and through them to the Head of HMPPS CFO.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Responsible for undertaking a full evaluation of HMPPS CFO projects in consultation with the central team. The evaluations are a core requirement for funding. Failure to complete an evaluation would breach the funding contracts.
  • Responsible for liaison with HMPPS CFO prime providers to generate appropriate feedback regarding delivery. The providers are all third party and include public, private and voluntary, community and social enterprise (VCSE) organisations.
  • Responsible for liaising with HMPPS CFO compliance staff to ensure delivery to CFO sub-groups is of sufficient quality.
  • Support CFO Policy Lead by liaising as required with CFO primes and sub-contractors.
  • Work with Data Integrity and Statistical staff to generate appropriate reports for evaluation purposes. Ensuring that the data used for the research is correct and of the highest standard. Documenting all statistical significant findings and what they mean in both numerical and real terms.
  • Responsible for the production of interim and thematic reports as required for HMPPS CFO. The reports will require data interrogation on the HMPPS CFO project specific cohorts to gain a quantitative perspective. This will be followed by meeting with provider and sub-provider staff as well as suitable participants to gain a qualitative perspective.
  • All reports will be delivered both in written form and summary reports will be verbally delivered.
  • Reports will be delivered to HMPPS CFO SMT, HMPPS CFO managers, HMPPS CFO partners and stakeholders, HMPPS and MOJ, providers and sub-providers, Ministers, ESFD and WEFO and the general public (via the website).
  • Attend and contribute to Evaluation Sub-group to ensure progression of interim reports and the direct of the full evaluations.
  • Assist with HMPPS CFO to prepare information as requested to satisfy the audit recommendation.
  • Contribute to Ministerial responses as required.
  • Ensure effective use of resources.
  • Manage the risk indicators relevant to the evaluations.
  • Attend other meetings as directed by HMPPS CFO lead managers.
  • Demonstrate commitment to HMPPS values.

Experience

  • Good knowledge and practical experience of ESF Rules and regulations across England and Wales.
  • Experience and/or qualifications in carrying out large scale statistical research and evaluations. Social Science background with knowledge of public sector services.
  • Knowledge and understanding of criminogenic factors, complex needs of offenders and range of provision available.

Working Arrangements & Further Information

For nationally advertised campaigns, candidates will be appointed to their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed with the successful candidate(s) on the completion of pre-employment checks.

Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
