Programme Managers are responsible for leading the effective delivery of accredited programmes and structured interventions. You will line manage a team of Programme Facilitators and Treatment Managers, create and maintain a schedule of programme delivery, manage the logistics for safe delivery of interventions at various sites and ensure delivery of high quality interventions. 

We have the following available:

Programme Manager for the Sussex Programme Team. This teams delivers Building Better Relationships and the Thinking Skills Programme across various sites in Sussex, Brighton, Hastings, Crawley and Littlehampton. You will also be responsible for the roll out and delivery of Structured Interventions by your team. This is a fixed term contract of 12 months. 

Programme Manager for the Surrey Programme Team. This team delivers Building Better Relationships and the Thinking Skills Programme across various sites in Surrey, Guildford, Redhill and Staines. You will also be responsible for the roll out and delivery of Structured Interventions. This is a permanent position. 

You will be required to travel to the delivery sites as part of your role. Our interventions are often delivered in the evenings so some evening working is required. Unsocial hour payments are applicable. Programme Managers are also part of an out of hours rota for the Region and paid a standby allowance for this responsibility.

Overview of the job

This role will be regionally based reporting directly to the Head of Programmes for their region.

Responsible for implementing and managing the strategic direction and effective delivery of interventions including Accredited Programmes, Structured Interventions and Senior Attendance Centres for people on probation subject to community sentencing.

Provided in accordance with the Interventions Integrity Framework, and all relevant organisational policies and HMPPS accreditation standards.

They will have direct line management responsibility for a mobile and dispersed team working across the region.

Summary

The job holder will be responsible for allocating team resources so they are deployed effectively to ensure quality interventions are delivered, and performance targets are met within a resource allocation framework.

They will work in partnership with other agencies and stakeholders to maintain the co-ordinated delivery of services ensuring all heath and safety and scheduling arrangements are in place to achieve good outcomes for people on probation.

Responsibilities, Activities & Duties

  • To provide effective line management and leadership to a diverse team that includes; Treatment Managers, Facilitators, Partner Link Workers, Senior Attendance Centre staff and Administrators and will maintain robust procedures relating to the management of risk
  • To have overall responsibility for ensuring that interventions are delivered in line with programme management manuals, performance and audit standards and that the arrangements are in place for effective management of risk
  • To have strategic oversight of the effective use of resources in managing staff rotas and the development of contingency plans to ensure continuity of delivery of Intervention
  • Ensuring that there is an adequate pool of fully trained Programme Facilitators who have attended all the required training appropriate to the programme they are delivering
  • Lead in promoting Accredited Programmes, Structured Interventions and SAC and ensuring that the Judiciary, People on Probation, and Probation Practitioners are able to access clear and accurate information about programmes
  • To have overall responsibility to ensure that quality standards are maintained and that compliance with audit standards is monitored and poor performance and complaints are effectively managed to minimise business risks
  • To prepare an annual team plan and review, ensuring the effective allocation of resources and that respond to the public protection duties of the team through multi-agency arrangements and individual casework review, discussion and feedback
  • To initiate or implement change and develop new services in line with effective practice principles and within the resources available
  • To manage financial resources as required by the Head of Programmes and in line with HMPPS financial regulations and policies and to take a leading role to deliver the business plan and develop work with partners and key stakeholders, representing the Probation Service as appropriate

Essential Experience

The job holder must be able to fulfil all spoken aspects of the role with confidence in English or (when specified in Wales) Welsh.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.  

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours are 37 hours per week excluding breaks which are unpaid.

Annual Leave
