Overview of the job
This is a non-operational, Headquarters role without line management responsibility.
The job holder will be required to support the large-scale delivery of Climate Assessment survey work which aims to gather voice and understand the lived experience of staff working across HMPPS in England and Wales. This will involve regular travel and on-site Climate Assessment work within prisons, probation, HQ and Approved Premises locations.
Summary
As part of a large-scale programme of delivery, the job holder will undertake Climate Assessments across HMPPS. The job holder will be accountable for the bespoke analysis of quantitative survey data and qualitative information. They will produce reports and recommendations for individual site Senior Leaders.
The job holder will be relied upon to act at all times with professionalism and discretion, in a way that reinforces and enhances the positive reputation of HMPPS, and that embodies the values of TUBU and the Civil Service.
Wider support of TUBU work will be required at times.
The geographical base for the post can be flexible but will require travel throughout England and Wales for site visits, meetings and other Climate Assessment/TUBU work.
The post holder also undertakes a variety of specific activities and duties, for which they are held personally accountable, commensurate with their grade.
Responsibilities, Activities & Duties
The job holder will be required to carry out the following responsibilities, activities and duties:
- The job holder will liaise with individual site Senior Leaders and points of contact to facilitate initial/closing meetings. They will be responsible for decision making on site, pre-empting and, if necessary, solving problems to ensure the smooth running of fieldwork. The job holder will be highly skilled at facilitating discussion (e.g. in focus groups and individual interviews), and able to take notes/observations. They may need to deliver presentations.
- The job holder will undertake Climate Assessment fieldwork with a Climate Assessment Fieldwork Facilitator, who will work within HMPPS and volunteer to deliver a small number of Climate Assessments each year. It will be the responsibility of the job holder to guide and lead the Climate Assessment Fieldwork Facilitator through the process, providing ad hoc training and supervision as required.
- Support managers in carrying out bespoke work with individual sites following a Climate Assessment. This involves contributing towards the administration of data collection, the facilitation of consultation groups, and where required the production of reports.
- Assure and process quantitative and qualitative data to lead on the writing of low-medium risk individual site Climate Assessment reports. This includes bespoke descriptive and simple statistical analysis of quantitative data, and the thematic analysis of qualitative data.
- Collate, verify and summarise information in a range of formats and from a variety of sources. Utilise this information to prepare documents for managers.
- Contribute to the development and maintenance of collated data sets in support of analysis at a national level.
- The job holder will have responsibility for Climate Assessment Fieldwork Facilitators
- Act as a call handler on the TUBU confidential staff helpline taking necessary action and escalating concerns when appropriate.
- Provide and oversee the provision of general administrative duties, including those specific to all parts of the Climate Assessment process.
- Attend meetings and undertake training events as required

Essential Experience
- Excellent written and oral communication skills and the ability to communicate with confidence to a range of people, including senior staff, using a variety of methods (e.g. in person, email, telephone, video-call).
- Experience of facilitating discussions (e.g. individual interviews, focus groups).
- Experience of working flexibly to meet deadlines and being responsive to manage competing/changing priorities
- Previous experience of applying analytical skills. For example, this could be a data analyst role, applied academia or work towards a successful degree qualification (e.g., social sciences).
- Summarising complex information/data and presenting that information to others in an accessible and meaningful format.
- Good knowledge and experience of simple statistics and quantitative data analysis using statistical packages (e.g. SPPS, Stata).
Technical requirements
- Good working knowledge of Microsoft packages, particularly MS Excel.
Ability
- To competently analyse quantitative and qualitative data, communicating findings with an audience.
Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
